GENERAL REFERENCES

As used in this article, the following terms shall have the meanings indicated:
CITY
The City of Oil City.
CITY PROPERTY
All real estate owned or leased by the City of Oil City and includes the City's parks, playgrounds and recreational areas.
PERSON
Any person, firm, partnership, association, company or organization of any kind.
VEHICLE
Any motor-powered conveyance upon or by which any person or property is or may be transported. Exclusion is made for vehicles in the service of the City or vehicles maintaining City property.
No person on City property shall:
A. 
Drive, operate, wheel or push any vehicle, as hereinabove defined, on or upon any City property, except the public streets, highways, roads and alleys within the City and upon other City property, but only in the areas to the extent and in the manner expressly permitted and authorized by signs duly erected and posted by the City.
B. 
Fail to obey all City police officers and park or playground employees; such persons being hereby authorized and instructed to direct vehicular traffic operators whenever and wherever needed in the City parks, playgrounds and recreational areas.
C. 
Fail to observe all traffic signs indicating speed, direction, caution, stopping or parking and all other posted signs within the City parks, playgrounds and recreational areas.
Any person violating any of the provisions of this article shall be fined not less than $25 nor more than $300, together with judgment of imprisonment not exceeding 30 days, if any fine imposed, together with costs, is not paid within 10 days of the date of imposition thereof.

As used in this article, the following terms shall have the meanings indicated:
ENGINE BRAKING
The use or operation of any mechanical exhaust device designed to aid in the braking, decompression or deceleration of any motor vehicle which results in excessive, loud, unusual or explosive noise from such vehicle.
No motor vehicle shall utilize an engine braking system on the following sections of City streets, which prohibition shall be properly posted to the traveling public:
Street
Description
Colbert Avenue
From Graff Street south to its intersection with Alcorn Avenue
East First Street
From Central Avenue to its intersection with Wilson Avenue
West First Street
From the City line east to its intersection with Central Avenue
This article shall not apply to emergency driving situations requiring the use of an engine braking system to protect the safety and property of City residents, other motor vehicle operators, pedestrians and the operator and passengers of the motor vehicle involved in the emergency situation.
Any person or persons violating any of the provisions of this article shall, upon conviction thereof, be fined not more than $300 and the cost of prosecution and, in default of payment thereof, shall be sentenced to undergo imprisonment for a period not exceeding 90 days, or both.
