The names of all the streets in the City shall be affixed at each street corner.
The lots on each and every street in the City shall be numbered, and the frontage of each lot shall be the same as laid out on the City Map, to each of which shall be given an alternate number, commencing with number one upon one side of the street and with number two on the other side.
The work of affixing the names of streets and measuring and dividing the frontage for numbering shall be done under contract, and a map or chart of the streets, showing the numbers as aforesaid, shall be deposited in the office of the City Controller.

The owner or owners of each house or building fronting on any public street within the City shall, within 30 days after the measuring and dividing of said streets as aforesaid, cause to be affixed to his or their house or building, in a conspicuous place thereon, in legible figures no less than two inches in height, the number or numbers thereof, and the owner or owners of any house or other building hereafter built upon any public street shall, within 30 days after such building shall be completed or occupied, affix thereon the number or numbers thereof as aforesaid, and in case of the neglect of any owner or owners to comply with the provisions of this section, the City Engineer shall cause the necessary numbers to be affixed and the expense to be collected from such owner or owners.

The City Engineer shall designate the point upon each street at which the numbers shall commence, and the affixing of the names of streets upon the corners thereof shall be done under his direction.
