An EDU is defined as a single residential unit, be it a home or an apartment, or a commercial, public or industrial usage equal to or less than the average number of residential gallons used in the previous calendar year, which is computed by dividing the total annual residential usage in gallons by the number of residential users for that same year. A fire line of any size shall be considered one EDU.
