The owner of any premises, or his/her agent in charge thereof,
as well as the tenant or occupant of such premises, are hereby charged
with the duty of observing all of the requirements and provisions
of this Article with reference to nuisances, and any or all of said
persons, together with the person or persons causing or contributing
to cause or bring about any nuisance, may be charged with the violation
hereof and shall be equally liable. Any nuisance violation that is
repeated within a calendar year shall constitute a persistent violation
and shall automatically result in a ticket being issued.

The residents of the City of Belle are entitled to a clean environment and one in which their health, safety, welfare, peace and comfort are protected; however, it is impossible to specifically define all possible nuisances. Section 215-010(A)(31) of Article
I is included to prohibit nuisances not specifically defined herein from damaging or threatening the health, safety, welfare and/or peace and comfort of the residents of the City of Belle.
