All construction or work for which a building permit is required shall be subject to inspection by the Building Inspector. A survey of the lot will be required by the Building Inspector to verify compliance of the structure with approved plans. No work will be done on any part of the building or structure beyond the point indicated in each successive inspection without first obtaining the written approval of the Building Inspector, which approval shall be given only after an inspection has been made of each successive step in construction as indicated by each of the inspections required.

A. 
Reinforcing or structural framework of any part of any building or structure shall not be covered or concealed without first obtaining the approval of the Building Inspector. The Building Inspector, upon notification from the permit holder or his/her agent, shall make the following inspections and shall notify the permit holder or his/her agent wherein the same fails to comply with this Chapter.
1. 
Foundation inspection. To be made after trenches are excavated and forms erected and when all materials for the foundations are delivered on the job. Where concrete from a central mixing plant (commonly termed "transit mixed") is to be used, materials need not be on the job.
2. 
Frame inspection. To be made after the roof, all framing, fire-blocking, and bracing are in place and all pipes, chimneys, and vents are complete.
3. 
Plumbing. To be inspected in stages. No plumbing to be concealed prior to being inspected. This includes fire sprinkler systems.
4. 
Electrical. To be inspected in stages. No electrical to be concealed prior to being inspected.
5. 
Gas. To be inspected in stages. No gas to be concealed prior to being inspected.
6. 
Heating and air-conditioning systems. To be inspected in stages. No heating and air-conditioning to be concealed prior to inspection.
7. 
Lath and/or wallboard inspection. To be made after all lathing and/or wallboard, interior and exterior, is in place; but before any plastering is applied or before wallboard joints and fasteners are taped and finished.
8. 
Final inspection. To be made after building is completed and ready for occupancy.
B. 
As a minimum, construction (design, materials and installation) must meet national standards, and in some cases must meet more restrictive State and local codes.
C. 
All inspection records will be maintained in City Hall and be readily available for review at all times. The Building Inspector will respond as quickly as possible to all inspection requests so as not to delay the construction effort.

Subsequent to the effective date of this Chapter, no change in the use or occupancy of land, nor any change of use or occupancy in an existing building other than for single-family dwelling purposes, shall be made, nor shall any new building be occupied until a certificate of occupancy has been issued by the person designated by the Mayor to administer and enforce the regulations contained herein. Every certificate of occupancy shall state that the new occupancy complies with all provisions of this Chapter. No permit for excavation for, or the erection or alteration of, any building shall be issued before the application has been made and approved for a certificate of occupancy and compliance, and no building or premises shall be occupied until such certificate and permit is issued. A record of all certificates of occupancy shall be kept on file in the office of the City Administrator, and copies shall be furnished on request to any person having a proprietary or tenancy interest in land or a building affected by such certificate of occupancy.
