The construction, reconstruction, condemnation and repairing
of sidewalks within the City of Charleston, and all matters pertaining
thereto, may be done at the expense of this abutting property owners
and under special ordinances that may be hereafter passed governing
the same.

In order to secure uniformity and efficiency in the construction
and reconstruction of sidewalks, it shall hereafter be unlawful for
any person, firm, company or corporation to construct or reconstruct
any sidewalk without first obtaining from the City Manager, authority
to do so, provided that this Section shall not be so construed as
to prohibit the repairing of old sidewalks, which are not to be wholly
rebuilt or reconstructed.

The location and width of new sidewalks, the manner of constructing
same, and the material of which same shall be constructed, together
with the grades thereof, shall be determined and fixed by the City
Council and it shall be unlawful for any person, firm, company, or
corporation, to lay, construct, reconstruct or attempt to lay, construct,
or reconstruct any sidewalk in violation of any of the provisions
of this Section.

A. Scope
Of Work. This work shall include the construction of sidewalks on
a prepared subbase in accordance with the plans and specifications.
H. Joints.
Joints shall be installed as indicated, at right angles to the grade
and length of the sidewalk unless shown otherwise on the plan.
1. Expansion Joints. One-inch premolded bituminous filler shall be installed
at thirty-six-foot intervals, and at all connections with existing
concrete structures. Expansion joint material shall be cut to the
full size of the sidewalk cross-section. The top of the expansion
joint shall be scraped free of mortar.
2. Contraction Joints. Contraction joints or construction joints shall
be made at six-foot intervals. All exposed edges of the concrete at
joints shall be finished with an edging tool of one-half-inch radius.
I. Finishing
Concrete. The concrete shall be brought to the proper section by means
of approved screed or strike-off board. If strike-off board is used,
it shall be constructed of a material which will not warp, shrink,
or sag and shall weigh not less than ten (10) pounds per lineal foot.
The strike-off board shall be used as a tamping template, if other
equipment is not provided for this purpose, with an up and down motion
while being propelled forward manually. Any of the above devices,
if used, shall be adjusted to the exact grade of the sidewalk.
After concrete has been struck off to proper grade, it shall
be floated smooth to fill depressions and take out high spots.
The final finish shall be made by brooming transversely with
a street broom having medium coarse fibers, or with approved burlap
drag.

Upon completion of the work, the contractor shall remove all
form lumber or metal, excess materials, protective coverings, equipment,
and any rubbish, refuse, waste, or other debris, leaving the work
in neat and presentable condition. Before acceptance of the work,
dirt shall be brought up beside the edges of the sidewalk to an elevation
level with the top of said sidewalk, and for a distance of at least
one (1) foot from the edges thereof.

All sidewalks in the City of Charleston, Missouri, shall be
constructed to a width to be determined by the City Manager or City
Engineer of the City of Charleston, Missouri, and being not less than
four (4) feet wide in residential districts and not less than five
(5) feet wide in business districts.
