Violations of this Code and all other City ordinances shall
be tried only before the Municipal Court which shall have original
jurisdiction to hear and determine all such violations.

The Municipal Court shall be subject to the rules of the Circuit
Court of which it is a part and to the rules of the State Supreme
Court. The Municipal Court shall be subject to the general administrative
authorities of the Presiding Judge of the Circuit Court, and the Judge
and Court personnel of the Municipal Court shall obey his/her directives.

A. There
is hereby established a Clerk of the Municipal Court. The duties of
the Clerk shall be as follows:
1. To assist in the collection of fines from violations for such ordinance
violations as may be described and the Court costs therefor;
2. To take oaths and affirmations;
3. To accept signed complaints and allow the same to be signed and sworn
to or affirmed before him/her;
4. To sign and issue subpoenas requiring the attendance of witnesses
and to sign and issue subpoenas duces tecum;
5. To maintain, properly certified by the City Clerk, a complete copy
of this Code and all other ordinances of the City which shall constitute
prima facie evidence thereof before the Municipal Court. Further,
to maintain similar certified copies on file with the Clerk of the
Circuit Court; and
6. To perform all other duties as provided for by ordinance, by rules
of practice and procedure adopted by the Municipal Judge and by State
Rules of Practice and Procedure for Municipal and Traffic Courts and
by Statute.

Should the Municipal Judge determine that there shall be a Violations
Bureau, the City shall provide all expenses incident to the operation
thereof. The City Clerk is hereby designated as a Violations Clerk
for the Bureau, if established.
