It shall be unlawful for any person to park or leave unattended
any motor vehicle on the property of another, except as provided in
this Article.

Any person engaging in a business or occupation, and owning,
leasing or having charge of a parking lot or area used in connection
with any such business or occupation, shall be deemed to have given
permission and consented to the parking of any motor vehicle on any
such parking lot or area to any person having business to conduct
with any such person and any such implied permission and consent shall
continue for a reasonable time.

No permission or consent to park any motor vehicle upon a business
parking lot or area shall be implied if the owner, lessee or person
in charge of the parking lot or area shall conspicuously display one
(1) or more signs at the entrance or entrances to the parking lot
or area restricting or limiting the parking of motor vehicles thereon.

When any motor vehicle is parked or left unattended upon the
property of another in violation of this Article, the Police Department
of the City is hereby authorized to remove any such motor vehicle
to a garage or other place designated for the storage of motor vehicles
upon the complaint of the owner, lessee or other person in charge
of the property or upon the failure or refusal of any person in charge
of any such motor vehicle to remove the same after requested to do
so by a Police Officer. The owner of any motor vehicle so removed
shall be notified in writing of the removal and of the place to which
his/her motor vehicle has been removed; and any such owner shall pay
the expenses of removal and storage before redeeming possession of
his/her motor vehicle. Any such motor vehicle not redeemed by the
owner thereof shall be disposed of as otherwise provided by law relating
to abandoned vehicles.
