There shall be a City Council of seven (7) members, three (3) Councilmen, elected from each of two (2) Wards of equal population of the City, and a Mayor elected at large. In addition, he shall preside at regular meetings of the Council, shall be recognized as head of the City Government for all ceremonial purposes and by the Governor for purposes of military law but shall have no administrative duties. The Council shall elect from among its members, a Deputy Mayor who shall act as Mayor during the absence or disability of the Mayor.

Only qualified voters of the City, twenty-one (21) years of age or older and a resident of the City for one (1) year or more and who resides in the Ward in which filing for office shall be eligible for office.

All meetings of the City Council of the City of St. John, Missouri, shall be held at the City Hall of the City of St. John, Missouri.

Members shall be required to attend all stated and special meetings of the Council unless leave of absence is granted by the Council or unless excused by the Council for illness or other special reason.

At the hour appointed, the Mayor, or in his absence the Deputy Mayor, shall call the Council to order; the Clerk shall call the roll of members and announce whether or not a quorum is present. Four (4) of the seven (7) members shall constitute a quorum. If a quorum be not present, a smaller number may be lawfully allowed to adjourn the meeting from day to day until a quorum is present.

The Council, upon the announcement of a quorum, shall proceed to transact the business before them according to the Council's agenda.

The established rules or parliamentary procedure shall govern the proceedings of the Council, except when otherwise provided by ordinance, and any question arising thereunder shall be decided by the Mayor subject to appeal to the Council or by any member.

Each Councilman and the Mayor shall receive one hundred fifty dollars ($150.00) per month salary. To be eligible to receive this compensation, each Councilman must attend at least one (1) regularly scheduled meeting per month. Councilmen shall receive their actual and necessary expenses incurred in the performance of their duties of office. Receipts for actual incurred expenses will be required.

The Mayor and the City Manger and all other members of the Council of the City of St. John are hereby designated as official delegates of the City of St. John to the St. Louis County Municipal League.

A. 
Smoking is hereby prohibited in the Council Chambers at all times and no person shall smoke any cigarette, pipe, cigar or any item in the Council Chambers.

Any person being convicted of violating this Section shall be punished by a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00).
