There is hereby established a Park and Recreation Board for
the City of St. John consisting of at least three (3) and not more
than ten (10) members who shall be residents of the City of St. John.
The members shall be appointed by the City Council for three (3) years
of staggered terms. They shall serve without any compensation.

The Park and Recreation Board shall be advisory in character
and offer annually, a set of written proposals to the City Manager
regarding proposed park improvements to be incorporated under the
Annual Capital Improvement Programs. When requested by the Council,
the Board shall offer written comments or suggested legislation and
consider any bills respecting park improvements. Further, the Park
and Recreation Board shall assist the City, when requested by the
Manager, in promoting any rules and regulations governing the use
of all park facilities and a copy of said rules and regulations shall
be filed with the Clerk of the City of St. John.
