[Adopted 8-13-1987 (Ch. 35 of the 1987 Code)]
The name of the Board will be the "Parks and Recreation Advisory Board of the Town of North Castle."
The duties of the Board shall be as follows:
A. 
To administer the recreation programs of the Town of North Castle.
B. 
To maintain parklands, playing fields and playgrounds.
C. 
To issue and recommend park facility permits.
D. 
To formulate and make recommendations for basic policy with respect to the parks and recreation programs of the Town.
E. 
To develop and recommend long-range plans for acquisition of land for park purposes.
F. 
To recommend plans for facility development in conjunction with the Superintendent of Recreation, which in turn must be approved by the Town Board.
G. 
To formulate a capital projects plan in conjunction with the Superintendent of Recreation, which in turn must be approved by the Town Board.
H. 
To formulate a yearly operating budget in conjunction with the Superintendent and approved by the Town Board.
I. 
To regulate user fees and charges in regard to parks and recreation.
J. 
To make recommendations upon any proposed sale or purchase of parklands.
K. 
To make recommendations in regard to the recreation fee structure associated with newly subdivided lots. Such recommendations may consist of possible fee increases in conjunction with the acceptance of the appropriate dollar values in lieu of land as required by New York State law.
A. 
The Board shall consist of seven members, who shall be residents of the Town of North Castle, to be appointed by the Town Board. The Superintendent of Recreation shall be an ex officio member of such Board but shall have no vote. The seven members shall be selected with an emphasis on a demonstrated interest in parks, recreation, youth service or related areas. In addition, members should be individuals of diverse backgrounds from different areas of the Town.
B. 
The terms of appointed members of the Board shall be three years, each to expire at the end of a calendar year; except that, of those first appointed, two shall be appointed to serve for one year, two for two years and three for three years, with their successors to be appointed for three-year terms. The Chairman shall make specific recommendations to the Town Board concerning any member whose term has expired and who wishes to apply for reappointment.
C. 
Board members will serve without compensation.
A. 
The Chairman. The Town Board shall appoint the Chairman.
B. 
The Vice Chairman. The Chairman will designate a Vice Chairman, subject to approval of a majority of the Parks and Recreation Board.
C. 
Duties of officers.
(1) 
The Chairman. The Chairman shall preside at all meetings of the Parks and Recreation Board as a whole. He shall be an ex officio member on any committee of the Parks and Recreation Board. He is responsible for the review of all reports and studies coming from work of the standing committees. He must sign all memorandums and reports submitted by the Parks and Recreation Board to the Town Board and to any other board, official or agency of the government of North Castle.
(2) 
The Vice Chairman. The Vice Chairman shall, in the absence, death or resignation of the Parks and Recreation Board Chairman, carry on the duties of the Chairman until the return of the Chairman, in case of temporary absence, or the appointment of a new Chairman by the Town Board.
A. 
The Chairman shall establish such standing committees as are necessary to carry out the purposes described herein in § 12-10.
B. 
The standing committees shall make annual reports describing their activities and accomplishments for the preceding year to the Parks and Recreation Board. The Chairman of the Parks and Recreation Board shall submit a summary of these reports to the Town Board.
C. 
The committees have no right to incur debt or involve the Parks and Recreation Board in any way unless authorized by the Chairman of the Parks and Recreation Board within the appropriations of the approved budget.
A. 
Meetings of the full Parks and Recreation Board. The Board shall hold monthly meetings throughout the calendar year (minimum of 10 meetings per year). The Board may hold other such meetings as required. Four members shall constitute a quorum. Whenever approval by the Board is required, a majority of the whole Board shall be required.
B. 
Attendance at meetings. Any Board member missing three consecutive meetings would automatically forfeit his or her appointment. Further, any member missing four meetings in a calendar year (except for major illness) would forfeit his or her appointment. However, the Chairman of the Parks and Recreation Board may waive the above if, in his or her opinion, said member has added value to the Board and has made contributions in spite of absences.
Proposed amendments to these bylaws may be made with the approval of 2/3 majority, either by proxy or person, of the full Parks and Recreation Board. Notice of such amendments must be sent to the Parks and Recreation Board members one month in advance of the meeting where the vote is taken. The proposed amendments will then be submitted to the Town Board for final decision.
