There is hereby established the office of Police
Department Chaplain.

There is hereby established the position of
Police Department Chaplain. The Police Department Chaplain shall be
appointed by the Mayor subject to confirmation by the City Council
to serve for a term coterminous with the term of office of the Mayor.
The Police Department Chaplain shall be qualified by experience and
training to perform the duties of the office. The Police Department
Chaplain shall hold the rank of honorary Captain.
The Police Department Chaplain shall be available
on a twenty-four-hour basis. The Police Department Chaplain's duties
shall include:
A. Counseling of police officers and inmates generally.
B. Communicating with family members of officers who
have been seriously wounded or killed.
C. Counseling police officers who have been habitually
tardy, depressive, suspected of substance abuse, experiencing marital
problems or are experiencing other forms of crisis.
D. Such other duties as determined by the Police Department.
It shall be the responsibility of the Chief
of Police or his designee to notify the Police Department Chaplain
of police officers or inmates experiencing crisis.
Compensation for the Police Department Chaplain
shall be established by City Council according to law.
