All laterals installed within the right-of-way of any street
or alley, or upon any property the title to which is vested in the
City of LaGrange, shall be the absolute property of the City of LaGrange,
but said City shall have no duty, obligation, or responsibility for
the repair or maintenance of such lateral.

A separate and independent lateral shall be provided for each
dwelling with its appurtenant outbuildings and each business, professional,
or commercial establishment hereafter connected with the municipal
sewer system.
