No City street light shall be installed nor shall any existing
street light fixture which has been turned off by the City be turned
back on unless said street light is determined by the Board of Aldermen
to be necessary for the public health, safety and welfare and the
location of same is two hundred fifty (250) feet or greater from any
other existing street light. No street light shall be turned on or
installed unless both requirements aforementioned are met.

In the event the requirements of Section
510.090 are satisfied for a proposed street light, the Board of Aldermen may, at their discretion, determine that it is in the best interest of public safety to locate the proposed light at the site of a former street light where a fixture remains, although unlit, or at the closest street intersection, even though that might be closer than two hundred fifty (250) feet from an existing lit street light.
