For the purpose of security and public safety, Ashley Furniture Industries, Inc., is hereby authorized to erect and maintain gates and/or security stations on Ashley Way in the City of Arcadia, Wisconsin, for the purpose of limiting access to real estate owned by Ashley Furniture Industries, Inc.
The gates and/or security stations referred to in § 360-4 above shall be erected and maintained at locations:
A. 
Where Ashley Furniture Industries, Inc., owns real estate on both sides of Ashley Way; and
B. 
Where the portion of Ashley Way to which access is limited is abutted on both sides by real estate owned by Ashley Furniture Industries, Inc.

A key to all locks on gates across Ashley Way shall be delivered to the City of Arcadia's Chief of Police, Fire Department, Street Department, and Utility Commission. In addition, the following persons shall not be denied access to Ashley Way and Furniture Way:
A. 
The Mayor and Councilpersons of the City of Arcadia;
B. 
Law enforcement officers;
C. 
Employees of the City of Arcadia who require access to Ashley Way to perform labor or services on behalf of the City of Arcadia;
D. 
Members of the volunteer fire department who are responding to a fire call or who require access to perform fire or safety inspections; and
E. 
All officers and employees of the State of Wisconsin, United States of America, and Trempealeau County, Wisconsin, who require access to Ashley Way to perform their official duties.
