At the general election to be held in the City on the first
(1st) Tuesday after the first (1st) Monday in April in odd-numbered
years, there shall be elected from each Ward in the City one (1) member
of the Board of Aldermen. On the first (1st) Tuesday after the first
(1st) Monday in April in even-numbered years, there shall be elected
from each Ward one (1) member of the Board of Aldermen. Aldermen shall
hold their offices for two (2) years and until their successors are
elected and qualified.

At the general election to be held in the City on the first
(1st) Tuesday in April following the first (1st) Monday in April in
1998, and every two (2) years thereafter, there shall be elected a
Mayor who shall hold his/her office for a term of two (2) years and
until his/her successor is elected and qualified. At said general
election, and every four (4) years thereafter, there shall also be
elected a City Marshal/ex officio Collector who shall hold his/her
office for a term of four (4) years and until his/her successor is
elected and qualified.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M. on the 17th Tuesday prior
to, nor later than 5:00 P.M. on the 14th Tuesday prior to the next
City municipal election, a written declaration of his/her intent to
become a candidate at said election. The City Clerk shall keep a permanent
record of the names of the candidates, the offices for which they
seek election, and the date of their filing, and their names shall
appear on the ballots in that order.
The City Clerk shall, on or before the 17th Tuesday prior to
any election at which City offices are to be filled by said election,
notify the general public of the opening filing date, the office or
offices to be filled, the proper place for filing, and the closing
filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
In City elections, the City Clerk shall notify the St. Louis
County Board of Election Commissioners prior to 5:00 P.M. on the tenth
(10th) Tuesday prior to any City election except as noted in Section
115.125, RSMo. The notice shall be in writing, shall specify that
the Board of Aldermen is calling the election, the purpose of the
election, the date of the election, and shall include a certified
copy of the legal notice to be published including the sample ballot.
The notice and any other information required by this Section may,
with the prior notification to the election authority receiving the
notice, be accepted by facsimile transmission prior to 5:00 P.M. on
the tenth (10th) Tuesday prior to the election, provided that the
original copy of the notice and a certified copy of the legal notice
to be published shall be received in the office of the election authority
within three (3) business days from the date of the facsimile transmission.

A filing fee of twenty-five dollars ($25.00) shall be paid to
the City Clerk by all candidates for elective offices at general and
special elections held in the City, said fee to be payable at the
time of filing notice of candidacy with the City Clerk.

All special elections in the City shall conform to Chapter 115,
RSMo.

A. The
Ward Boundaries of Valley Park shall be as follows:
1. Ward 1.
The area contained within the following boundaries: starting
at the intersection of the northern City Limits and Dougherty Ferry
Rd/Forest Ave; then east to the centerline of Park Commons Ct; then
continue north along the centerline of Park Commons Ct, approximately
215 feet to the northern edge of Census Block 291892181053009; then
southeast along the northern edge of Census Block 291892181053009
approximately 1,820 feet to the Burlington Northern Santa Fe Railroad
line; then south along the Burlington Northern Santa Fe Railroad line
to Marshall Rd; then east along Marshall Rd to Beckett Memorial Dr;
then south from the intersection of Marshall Rd and Beckett Memorial
Dr to River Dr; then west along River Dr to the Burlington Northern
Santa Fe Railroad line; then south along the Northern Santa Fe Railroad
line to the Missouri River and east along the Missouri River to the
City Limits; then east along the eastern City Limits to the point
of beginning.
2. Ward 2.
The area contained within the following boundaries: starting
at the intersection of the northern City Limits and Dougherty Ferry
Rd/Forest Ave; then east along the boundary of Ward 1 to the intersection
with the Missouri River and the City Limits; then south along the
eastern City Limits and southern City Limits to the intersection with
N Outer Rd; then north along the western edge of Census Block 291892214215031
and western edge of Census Block 291892214215002 to the centerline
of the Missouri River; then east along the centerline of the Missouri
River approximately 4,720 feet to the southeast corner of the Highland
Subdivision; then north along the eastern edge of the Highland Subdivision
to the intersection of Vance Rd and Main St; then north along the
centerline of Main St to Plainview Ave; then east along the centerline
of Plainview Ave to Valley School Dr; then north along the centerline
of Valley School Dr to Cheryl Ln; then east to the centerline of southbound
MO 141; then north along the southbound centerline of MO 141 to the
northern City Limits; then east along the northern City Limits to
the point of beginning.
3. Ward 3.
The area contained within the following boundaries: starting
at the intersection of the northern City Limits and the centerline
of southbound MO 141; then south along the western boundary of Ward
2 to Vance Rd; then west along the centerline of Vance Rd to the western
edge of the Glenn Brook Woods Subdivision; then north to the northwestern
City Limits; then north and east along the City Limits to the point
of beginning.
4. Ward 4.
All of the area west of the western boundary of Ward 2 and south
of the southern boundary of Ward 3 to the western and southern City
Limits.
