In the parking meter zones established by §
290-38, pavement markings shall be applied, where practicable, outlining parking spaces, and a parking meter shall be installed immediately adjacent to each such parking space. Each meter shall be so set as to operate upon deposit therein of the coin or coins of the United States of America required by such meter as stated thereon for the period of time prescribed as the parking time limit. Each such meter shall indicate on expiration of the prescribed parking time, that the lawful parking time has expired and that further parking is a "violation."

Except as limited by §
290-28, parking meters, multispace parking machines, and mobile payment systems shall operate from 7:00 a.m. to 9:00 p.m., except Sundays and designated holidays. Notwithstanding special permits issued pursuant to this chapter, failure to make required payments during hours of metered parking space regulation shall constitute a violation of this chapter.

Except in a period of emergency determined by an officer of a fire company or of the Police Department as provided in §
290-46, or except in compliance with the directions of a police officer or traffic control signal, when any vehicle is parked in the space regulated by a parking meter, multispace parking machine, or mobile payment system between the hours of 7:00 a.m. and 9:00 p.m. (or such shorter period as may be specified on the meter) on any day except Sundays and designated holidays, the owner or operator of such vehicle shall, upon entering such parking space, immediately make a payment in a manner permitted by the parking meter, multispace parking machine, or mobile payment system. Failure to make such necessary payment shall constitute a violation of this chapter. Notwithstanding anything in this article to the contrary, between the hours of 7:00 a.m. and 9:00 p.m., the parking of vehicles in metered parking spaces for a period longer than the time limits prescribed in §
290-41 of this chapter is hereby prohibited. To the extent that any provisions in this article conflict with this §
290-41, such provisions are superseded and this §
290-41 shall control. The designated holidays on which the meters shall not be in operation are the first day of January, known as "New Year's Day," the last Monday in May, known as "Memorial Day," the fourth day of July, known as "Independence Day," the first Monday in September, known as "Labor Day," the fourth Thursday in November, known as "Thanksgiving Day," and the 25th day of December, known as "Christmas Day." If any of these holidays falls on a Sunday and is celebrated on the following Monday, then such substitute day shall be treated as a designated holiday.
A. One and one-half hour parking. During the hours of metered parking space regulation specified in §
290-40, the parking of vehicles for a period longer than 1 1/2 hours (90 minutes) is hereby prohibited at metered parking spaces in the following locations:

A. Fees for use of metered parking spaces for the time
limits established in this article shall be as set from time to time
by resolution of the Board of Trustees.
B. A special permit in lieu of parking meter, multispace
parking machine, and mobile payment system fees may be granted to
allow parking at any spaces restricted to metered resident parking.
The special permit is issued as a convenience for users of the area
in lieu of making payments through parking meters, multispace parking
machines, or a mobile payment system, with the express understanding
that the purchase of such a permit does not guarantee that there will
be a space available. The fees for such a permit shall be set from
time to time by resolution of the Board of Trustees. Special permits
may be purchased for the following time periods:

(1) A
one-year period from October 1 to September 30;
(2) From
January 1 to September 30;
(3) From
April 1 to September 30; and
(4) From

C. A special permit in lieu of parking meter, multispace
parking machine, or mobile payment system fees may be granted to allow
parking at any spaces restricted to metered merchant parking. The
special permit is issued as a convenience for users of the area in
lieu of making payments through parking meters, multispace parking
machines, or a mobile payment system, with the express understanding
that the purchase of such a permit does not guarantee that there will
be a space available. The fees for such a permit shall be set from
time to time by resolution of the Board of Trustees. Special permits

During the hours of metered parking space regulation specified in §
290-40, the mechanical indication by a parking meter of a “violation” shall be prima facie evidence that a vehicle found in the parking space has been parked in violation of this article.
It shall be unlawful to deposit or attempt to
deposit in any parking meter, any slug, device or substitute for the
coin or coins of the United States of America required by such meter
as stated thereon.

Notwithstanding the provisions of this article,
in the event of a fire or other emergency or to expedite traffic or
to safeguard pedestrians or property, the use of parking meters, multispace
parking machines, or mobile payment systems may be temporarily discontinued
as to particular parking spaces on the order of any officer of a Fire
Department or of the Police Department.
