The City of Tipton hereby creates a Park and Recreation Board, which shall consist of five (5) members at least three (3) of whom are residents of the City of Tipton, who are interested in the care, maintenance, and establishment of recreational programs for youth and citizens of Tipton, in the care and maintenance of City parks and in other public areas, who shall be appointed by the Mayor with the approval of the Board of Aldermen. A member of the Board of Aldermen shall serve as an ex officio member of the Park and Recreation Board.

A. 
Such members shall hold their respective appointment from the first (1st) day of December following their appointment. They shall be appointed for a term of three (3) years, except that those appointed at the first (1st) meeting shall cast lots for their respective terms, two (2) members to serve three (3) years, two (2) members to serve two (2) years and one (1) member to serve one (1) year. Annually and thereafter, on or before, the first (1st) meeting in December, the Mayor shall, by and with consent of the Board of Aldermen, appoint two (2) members who shall be appointed for three (3) years.
B. 
The Mayor may, by and with the consent of the Board of Aldermen, remove any member of the Park and Recreation Board.
C. 
Vacancies occasioned by removal, resignation or otherwise, shall be reported to the Board of Aldermen and shall be filled in like manner as original appointments, except that the term of appointment is restricted to the unexpired term of the vacating member. No member of the Park and Recreation Board shall receive compensation as such.
D. 
It is hereby declared the policy of the Board of Aldermen that one (1) member of the Park and Recreation Board shall always be a member of the Board of Education of the Reorganized School District R-VI, Tipton, Missouri, and the Tipton Recreation Association (T.R.A). The school board member and T.R.A. member do not have to be citizens of the City.

The Park and Recreation Board shall, immediately after the appointment of members, meet and organize and select one (1) member as President and by the election of such other officers as they may deem necessary.

A. 
The Park and Recreation Board shall:
1. 
Survey and make plans for the development and maintenance of facilities and activities for an adequate Municipal Park System.
2. 
All monies (donations, gifts) received for such parks shall be deposited in the Treasury of Tipton, Missouri.

A. 
The President of the Park and Recreation Board shall present to the Board of Alderpersons an annual report. Such report shall be presented at the first (1st) Board meeting in January of each year and shall consist of:

Such other statistics, information and suggestions as the Board may deem to be of general interest.
2. 
Submit a proposed Park and Recreation budget request for the coming year.
3. 
Make recommendations for improving the Park and Recreation Program and facilities.
4. 
Submit an annual planned program for the use of the parks, recreation facilities and areas.

The City of Tipton shall be designated and shall receive all donations of money, personal property or real estate for the benefit of such park whenever such donations are accepted according to the terms of the deed, gift, devise or bequest of such property.

A. 
There is hereby created the office of Park Director for the City of Tipton, Missouri.
1. 
To be qualified to hold the office of Park Director a person must be at least eighteen (18) years of age;

2. 
The Park Director shall be considered a City employee. The Park Director shall work for a period of eight (8) months, March – October.

3. 
The duties of the Park Director are determined by the Park and Recreation Board with the Board of Aldermen approval.
4. 
The Board of Aldermen of the City of Tipton, Missouri, shall determine the salary of the Park Director.
