A. 
The City of Tipton, Missouri, is hereby divided into two (2) Wards for election purposes.
B. 
All of that part of the City of Tipton, Missouri, which is situated on the west side of the line hereinafter described shall be and is hereby designated the West Ward; and all that part of the City of Tipton, Missouri, which is situated on the east side of the line hereinafter described shall be and is hereby designated as the East Ward; said line being described as follows, to wit:
"Beginning at a point where the north line of the City limits of the City of Tipton, Missouri, intersects the centerline of Missouri Route B thence south to the center of Osage Avenue, which said point is at the northwest corner of the southeast quarter of the northwest quarter of Section 15, Township 45 N, Range 17 W of the 5th P.M., thence south along the centerline of Osage Avenue to the centerline of Cooper Street in said City of Tipton, Missouri, thence in an easterly direction along the centerline of said Cooper Street to a point where the centerline of Cooper Street intersects the east line of the northwest quarter of the northwest quarter of Section 22, Township 45 N, Range 17 West of the 5th P.M., thence south along said east line of the northwest quarter of the northwest quarter of said Section 22, Township 45 N, Range 17 W of the 5th P.M. to the south right-of-way line of U.S. Highway No. 50, as now located and paved, thence in a westerly direction along the south line of said U.S. Highway No. 50, as now located and paved a distance of 139.4 feet to the centerline of Park Avenue, thence south along the centerline of Park Avenue to the south line of Hainen Development, an Addition to the City of Tipton, Missouri, thence south to the northeast corner of Lot 61 of Bestgen Heights Addition to the City of Tipton, Missouri, thence south to the northwest corner of Lot 23 of said Bestgen Heights Addition said point being also the east right-of-way line of Barbara Drive thence south along the east right of way line of Barbara Drive and extended on a straight line therewith to the center of Janice Drive thence southeasterly along the centerline of Janice Drive to the east line of the northwest quarter of the southwest quarter of Section 22, Township 45 N, Range 17 W, thence south along said quarter quarter section line to the City limits of the City of Tipton, Missouri.

The election day for the election of officers of the City of Tipton, Missouri, shall be the first (1st) Tuesday after the first (1st) Monday in April each year.

At the general election in 1921 and every two (2) years thereafter there shall be elected a Mayor, who shall hold his/her office for two (2) years and until his/her successor is duly elected and qualified. On the first Tuesday of April in 2001 and every four (4) thereafter a Marshal shall be elected, who shall hold his/her office for a period of four (4) years and until his/her successor is duly elected and qualified. At the general election in 1921 and each year thereafter there shall be elected in each Ward of the City one (1) Alderperson who shall hold his/her office for a period of two (2) years and until his/her successor is duly elected and qualified.

A. 
Any person desiring to be a candidate for any elective office in the City shall, not sooner than 8:00 A.M. on the thirteenth (13th) Tuesday prior to the election and not later than 5:00 P.M. on the ninth (9th) Tuesday prior to the election, file a written declaration of candidacy with the City Clerk on a form provided by the City Clerk. Whenever the thirteenth (13th) Tuesday prior to an election falls on a legally observed holiday, the opening filing date will be 8:00 A.M. the day following such holiday.
B. 
The declaration of candidacy provided for in Subsection (A) hereof must be actually received and accepted in person in the office of the City Clerk, by 5:00 P.M. on the ninth (9th) Tuesday prior to the election. Only the names of such declared and accepted candidates shall appear on the official election ballot.

If two (2) or more persons receive an equal number of votes for nomination or election to any office not otherwise provided for in Section 115.515 or 115.517, RSMo., and a higher number of votes than any other candidate for nomination or election to the same office, the officer with whom such candidates filed their Declarations of Candidacy shall, immediately after the results of the election have been certified, issue a proclamation stating the fact and ordering a special election to determine which candidate is elected to the office. The proclamation shall set the date of the election and shall be sent by the officer to each election authority responsible for conducting the special election. In his/her proclamation, the officer shall specify the name of each candidate for the office to be voted on at the election, and the special election shall be conducted and the votes counted as in other elections.
