When, in the opinion of the Commission, a subdivider has shown
that because of topographical or other conditions peculiar to the
site an undue hardship would result if the provisions of this Chapter
were strictly adhered to, the Commission may authorize a variance
if such departure does not destroy the intent of these regulations.

Any variance thus authorized as set out in the preceding Section
is required to be entered in writing in the minutes of the Commission
and the reason on which the departure was justified set forth.
