A. No person, firm, corporation or partnership shall perform any building
trade as hereinafter defined, in the City of Kennett, Missouri, without
having first obtained a license therefor.
B. Licenses shall be required for the following:
1.
Any person engaging in the business of installing or repairing
or contracting to install or repair wires, conductors, and equipment
used with or on buildings for the transmission of electrical current
for electric light, heat, power or signalling purposes, together with
the fittings for the same necessary for the protection of such wires,
conductors and equipment.
2.
Any person engaging in the design and installation of plumbing
systems, including water supplies, stormwater and sewage disposal
in buildings, including the installation of gas piping, chilled water
piping in connection with refrigeration, process and comfort cooling,
hot-water piping in connection with building heating, and piping for
fire sprinklers and stand pipes and also including any type of irrigation
system which requires connection with the City water supply.
3.
Any person engaged in the business of contracting with individuals,
firms, or corporations to build, alter or redesign any structure.
This shall not include painting or plastering, so long as the same
shall not involve any alteration to the structure.
4.
Any person engaged in the business of designing, installing,
maintaining, altering and inspecting of mechanical systems, including
heating systems, ventilating systems, cooling systems, steam and hot-water
heating systems, water heaters, process piping, boilers and pressure
vessels, appliances utilizing gas, liquid or solid fuel, chimney and
vents, mechanical refrigeration systems, fireplaces, incinerators,
fire suspension systems and air pollution systems.
5.
Any person engaged in the business of exterminating or killing
off termites, rodents and/or other insects.
6.
Any person engaged in the business of cutting, trimming, removing
or altering trees.
C. The City Collector shall not issue a license to any person, until
such person has complied with the following requirements:
1.
Submitting a completed application form setting out the name
of the business or individual applying, the address of such person
or firm, the type of work to be performed under the license.
2.
Evidence of a policy of insurance naming the applicant as insured
which shall provide for contractor's liability and completed operations
insurance which shall bind the obligors to make compensation for damage
to or destruction of any property to a minimum amount of one hundred
thousand dollars ($100,000.00) and bind the obligors thereunder to
make compensation for bodily injuries, including death, to a minimum
amount of one hundred thousand dollars ($100,000.00) for any one (1)
incident. It shall be a further condition that such policy shall remain
in effect for the period of such license.

D. No license shall be required for work performed by the resident owner
of any premises, if such work does not involve any structure alteration,
or any change in any utility service connection.

Any person, firm, corporation or partnership who shall violate any of the provisions of this Chapter shall be guilty of an ordinance violation, punishable as set forth in Chapter
100, Article
III of this Code. Each day that any violation shall continue shall be considered a separate violation and punishable as such.
