The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance of any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance of any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

A. 
Intent. It is the intent of this Section to regulate and control the usage of South Main Street by commercial vehicles exceeding thirty-two (32) feet in length.
B. 
Regulation, Commercial Vehicle. No person shall operate any commercial vehicle, exceeding thirty-two (32) feet in length, on South Main Street south of a point being one hundred (100) feet west of Cedar Street and South Main Street intersection within the City of Foristell, Missouri.
C. 
Exception, Commercial Vehicle. Notwithstanding the provisions of Subsection (B), commercial vehicle does not apply to any commercial vehicle going directly to or directly from deliveries thereon.
D. 
Signage. The City of Foristell, Missouri, shall erect or cause to be erected a sign to inform commercial vehicle operator(s) of commercial vehicle prohibited use in the designated area as stated in Subsection (B).

A. 
Definitions. As used in this Section, the following terms shall have these prescribed meanings:
BUSINESS VEHICLE
1. 
Any motor vehicle which displays the name, emblem or symbol of any business enterprise; or
2. 
Any motor vehicle which openly and visibly stores or carries equipment or supplies designed and used for any business enterprise.
COMMERCIAL VEHICLE
Any non-business or non-recreational motor vehicle exceeding twenty-four (24) feet in length, or seven and one-half (7½) feet in height, or seven and one-half (7½) feet in width, each measured from the furthest points of the exterior of the motor vehicle body and any accessory affixed thereto, but excluding therefrom ladder racks. For purposes of this Section, any trailer shall be deemed to be a commercial vehicle unless excluded therefrom because it meets the definition below for a recreational vehicle.
RECREATIONAL VEHICLES, EQUIPMENT AND TRAILERS
1. 
Recreational equipment. All types of boats, jet skis and other such watercraft designed to be used in or on water, plus the normal equipment utilized to transport the same on any street.
2. 
Pickup camper including camper shell. A structure designed primarily to be mounted on a pickup truck and with sufficient equipment to render it suitable for use as a temporary dwelling or shelter for travel, recreational and/or vacation use.
3. 
Recreational vehicle. A vehicle, whether self-propelled or a trailer, which is constructed with sufficient equipment to render it suitable for use as a temporary dwelling or shelter for travel, recreation or vacation uses or what is commonly known as an all-terrain vehicle (ATV).
4. 
Trailer. Any structure built on a chassis for licensing by the State as a trailer and designed for general non-commercial or recreational purposes.
B. 
Parking Requirements.
1. 
General parking requirements.
a. 
All licensed vehicles, including recreational vehicles and trailers parked on a lot, shall be on a paved or graveled parking area or driveway.
b. 
A paved or graveled surface shall be constructed of concrete, asphalt, brick, interlocking pavers, gravel or other similar surfaces approved by the Building Inspector or his designee. This surface shall be free from the growth of grass and weeds. The paved area shall extend the full length and width of the automobile, truck, trailer or recreational vehicle.
c. 
All storage of equipment or material on or in a vehicle must be completely screened from public view except ladders. Ladders shall be secured to the vehicle on a rack made for that purpose or other appropriate mechanism.
2. 
Business vehicle parking requirements. No business vehicle as defined by this Chapter shall be parked on any street within a residentially zoned district except those business vehicles temporarily parked while providing service or delivery to a residential dwelling at which it is parked for a period of time not to exceed twelve (12) hours in the aggregate in any twenty-four (24) hour period. To the extent that business vehicles are permitted to be parked on the driveway of a residential lot, only one (1) such vehicle may be parked on any such driveway. Business vehicles may be parked in the driveway.
3. 
Commercial vehicle parking requirements. No commercial vehicle as defined by this Chapter shall be parked on a street within a residentially zoned district except those commercial vehicles temporarily parked while actively loading, unloading, providing a service or delivery to a residential dwelling at which it is parked for a period of time not to exceed twelve (12) hours in the aggregate in any twenty-four (24) hour period or as permitted within Subsection (C) of this Section, "Enclosed Storage". Commercial vehicles not to exceed thirty feet (30) in length may be parked in a driveway.
4. 
Recreational vehicles, equipment and trailer parking requirements.
a. 
Not more than three (3) pieces of recreational equipment, vehicle or trailer as defined by this Chapter, such as a recreational vehicle, camper, boat or trailer, shall be allowed on any residential lot. Such recreational vehicle, equipment or trailer shall not exceed twenty-two (22) feet in length or eight (8) feet in width. Boats or ATVs on their trailer shall be considered one (1) piece of recreational equipment.
b. 
All recreational vehicles, equipment or trailers shall be parked behind all front building line(s), shall not extend past the front of any house into any front yard area, and shall be on a paved parking or graveled surface as noted in Subsection (B)(1) of this Section, "General Parking Requirements".
c. 
Recreational vehicles, equipment or trailers parked on a corner lot or in the rear yard of a lot, which can be viewed from any street, shall be screened from public view by a six (6) foot high sightproof fence.
d. 
The provisions of Subsection (B)(4) shall not apply to recreational vehicles, equipment or trailers temporarily parked on any residential street for a period not to exceed a total of ten (10) days per calendar year for purpose of loading and seasonal preparation. Temporary utility connections related to vehicle preparation shall be allowed during this period.
e. 
Recreational vehicles, equipment or trailers parked or stored shall not have fixed connections to electricity, water, gas or sanitary sewer facilities, and at no time shall such recreational vehicles, equipment or trailers be used for permanent living or housekeeping purposes. Temporary use shall be allowed not to exceed fourteen (14) days in a six (6) month period.
C. 
Enclosed Storage. Commercial or business vehicles or recreational vehicles, equipment or trailers as defined by this Chapter in excess of the maximum permitted in a residentially zoned area may be parked and/or stored in a completely enclosed garage as determined by the Building Inspector in compliance with City Codes and ordinances.
D. 
On-Street Parking. The Chief of Police or his designee may prohibit the parking of a commercial or business vehicle or recreational vehicle, equipment or trailer on a street in a residential zoned area, if such parking will disrupt the general character of the neighborhood such as, but not limited to, noise, fumes, disruption to traffic flow or other safety hazards.
E. 
Public Vehicles. Any public vehicle such as, but not limited to, public works, fire, Police or ambulance shall not be governed by the requirements of this Chapter.
