Missouri cities of the fourth class, Foristell being such, have
the authority to regulate and restrict the use of structures on land
within the City limits, pursuant to the provisions inter alia of Sections
79.450 and 89.030 et seq. RSMo.

As used in this Chapter, the following terms shall have the
meanings indicated:
STORAGE CONTAINER
Any container with a volume of six (6) cubic yards or larger
that is situated outdoors which is used or intended to be used for
a storage, disposal, greenhouse, growtainer, playhouse, storm cellar,
shelter above or below ground, or dwelling or part of a dwelling or
similar use".

No "storage container," as defined above, shall be placed on
any property within the City limits for more than twenty-four (24)
hours unless a permit has been obtained from the City Clerk of Foristell,
Missouri. The City's intent is to preserve property values and
avoid potential safety hazards.

No resident or commercial business owner or operator shall place
more than one (1) storage container on his or her property at any
time.

A storage container used for the hauling and disposal of demolition
or rehabilitation waste in the course of active construction may remain
for the duration of the permitted construction project and no longer.

Applications for storage container permits shall be available
and maintained by the City Clerk, setting forth specifically the size
and type of storage container, the exact location of the storage container
on the applicant's property, and the expected duration of the
placement on the property.

No such storage container shall be approved for a period of
more than six (6) months.

The fee for such storage container shall be one hundred dollars
($100.00) for each thirty (30) days that it is on the landowner's
property.

Any person determined to be in violation of the provisions of
this Chapter shall be subject to a fine of up to five hundred dollars
($500.00). Each day of such violation shall constitute a separate
offense.
