There is hereby created a Police Department for the City of
Hallsville, which shall consist of the Chief of Police, and such other
members as may be provided for by the Board of Aldermen.

The Chief of Police shall be appointed by the Mayor with the
advice and consent of the Board. All other appointments to or promotions
within the Department shall also be made by the Mayor with the advice
and consent of the Board.

The Chief of Police shall be at the head of the Department and
shall have supervision over all officers and members thereof.

The Chief of Police shall be the keeper of the City Jail, and
shall have custody of all persons incarcerated therein. He/she shall
keep such records and make such reports concerning the activities
of his/her Department as may be required by statute or by the Board
of Aldermen. The Chief shall be responsible for the performance by
the Police Department of its functions, and all persons who are members
of the Police Department shall serve subject to the order of the Chief
of Police.

It shall be the duty of the members of the Police Department
to see to the enforcement of all of the ordinances of the City and
to all laws of the State of Missouri applicable therein; and to preserve
order and to prevent infractions of the law and arrest violators thereof.

It shall be the duty of every member of the Police Department
to conduct himself, or herself, in a proper and law-abiding manner,
at all times, and to avoid the use of unnecessary force. Each member
of the Department shall obey the orders and directions of his/her
superior.

Every member of the Police Department shall appear as a witness
whenever this is necessary in a prosecution of a violation of an ordinance
or of any State or Federal law. No such member shall retain any witness
fee for service as witness in any action or suit which the City is
a party; any fees paid for such services shall be turned over to the
Chief, who shall deposit the same with the City Treasurer.

The Chief of Police shall have the custody of all lost, abandoned
or stolen property recovered in the City.

A. The
Board of Aldermen is authorized to enter into a written contract with
such Chief of Police and is authorized to bind the City for such contract
to pay as compensation to said Chief of Police the sum to be determined
by the Board of Aldermen in the City of Hallsville.
B. The
contract provided for in this Chapter may be for a term as the Board
of Aldermen, in its discretion, deems proper, not to exceed two (2)
years.
C. The
Chief of Police shall serve for such term as may be provided by statute
or ordinance, and may be removed from office in the manner provided
by statute or ordinance for the removal of officers.

A. Each person requesting to be fingerprinted by the Hallsville
Police Department shall, at the time such request is made, pay to
the City Clerk's office the sum of five dollars ($5.00) in order to
reimburse the City for its actual costs in processing and handling
such requests.
B. At the time of the passage of this Chapter, the Board of
Aldermen of the City of Hallsville, Missouri, deems five dollars ($5.00)
to be the current actual cost incurred by the City of Hallsville's
Police Department in processing and handling fingerprinting.
