There is hereby established a Department of Public Services
in accordance with the provisions of this article.

In accordance with Section 23, Paragraph (7) of Chapter 72 of
the Acts of 2013, there shall be a Commissioner or Public Services.

(1) The Commissioner of Public Services shall ensure compliance with
all laws, ordinances, rules and regulations of the commonwealth and
the City of Pittsfield pertaining to or governing operation of the
streets, bridges, traffic signals, sidewalks and related to and/or
associated with structures and facilities owned or controlled by the
City of Pittsfield.
(2) The Commissioner of Public Services shall be responsible for the
establishment or policies and regulations within which the public
services equipment and facilities owned or controlled by the City
of Pittsfield.
(3) The Commissioner of Public Services is responsible for maintaining
direct control over budget expenditures and accounts of the Department
of Public Services. The Commissioner of Public Services is also responsible
for determining the sufficiency of equipment, materials and supplies;
as well as performing any related duties as may be required or assigned.
(4) The duties and responsibilities of the Commissioner of Public Services as set forth in this section are more specifically set forth in Chapter
20 of the Pittsfield City Code.

The following positions shall be supervised by the Commissioner
of Public Services: a Superintendent of Public Services, Chief Street
Foreman, Working Foreman, Traffic Signal Maintainer, Highway Craftsman
I, Highway Craftsman II, Highway Seasonal Laborers, Street Compliance
Inspector, Fleet Manager, Senior Clerk Typist, and Mechanics.

There shall be an Office Manager, an Administrative Assistant,
and Water Meter Reader, all of whom shall serve both the Commissioner
of Public Services and the Commissioner of Public Utilities.

There shall be an Engineer, Environmental Engineer, GIS Coordinator, Engineering Technician, and Senior Clerk Typist, all of whom shall serve both the Commissioner of Public Services and the Commissioner of Public Utilities. The duties and responsibilities of the Engineer are set forth in Chapter
