The Planning Commission of the City of Hallsville shall consist
of the following: the Mayor; an Alderman selected by the Board; and
five (5) citizens appointed by the Mayor and approved by the Board.
The Mayor may appoint and the Board may confirm additional Aldermen,
however, any additional Aldermen must be appointed as citizen representatives
and shall serve a specified term regardless of term as Alderman. The
term of each of the citizen members shall be for four (4) years, except
that the terms of the citizen members first appointed shall be for
varying periods so that succeeding terms will be staggered. Any vacancy
in a membership shall be filled for the unexpired term by appointment
as aforesaid. The Board may remove any citizen member for cause stated
in writing and after public hearing.

The Planning Commission shall elect its Chairman from among
the members. The term of the Chairman shall be for one (1) year with
eligibility for reelection. The Commission shall hold regular meetings
and special meetings as they shall provide by rule, and shall adopt
rules for the transaction of business and keep a public record of
its proceedings. The Commission shall appoint such employees and staff
as are necessary for its work, and may contract with City planners
and other professional persons for the services that it requires.
The expenditures of the Commission, exclusive of grants and gifts,
shall be within the amounts appropriated for the purpose by the Board.
The City Administrator or his/her designee serves as Secretary of
the Planning Commission. This office is not a voting member of the
Planning Commission. The Secretary shall send notices of all regular
and special meetings to all members of the Commission. In addition,
the Secretary shall have charge of all books, papers and records thereof
and attend to all correspondence of the Planning Commission.

The Commission shall have and perform all of the functions of
the Zoning Commission provided for in Sections 89.010 to 89.250 of
the Revised Statutes of Missouri.

The Planning Commission heretofore appointed shall also serve
as and is hereby appointed as "the Zoning Commission." The Commission
shall henceforth be known as "the Planning and Zoning Commission,"
and shall have the powers and duties of both such Commissions as set
forth in this Chapter. The Commission shall recommend the boundaries
of the various original districts and appropriate regulations to be
enforced therein. Such Commission shall make a preliminary report
and hold public hearings thereon before submitting its final report,
and the Board of Aldermen shall not hold any public hearings nor take
any action until it has received the final report of the Planning
and Zoning Commission.
