All nonprofit organizations in the City of Clairton seeking
municipal services, facilities, low-interest loans, grants, tax credits,
permits or waivers of fees and permit costs from the City of Clairton
shall register with the City of Clairton, on an annual basis, by the
filing of a registration statement, for the purpose of permitting
the City of Clairton to properly determine whether such nonprofit
organizations are entitled to such municipal services, facilities,
low-interest loans, grants, tax credits, permits or waivers of fees
and permit costs from the City of Clairton.
Such registration by said nonprofit organizations with the City
of Clairton shall be done by the filing of a registration statement
which shall be developed by the City of Clairton and which shall be
similar to attached Exhibit A hereto.
All new registration statements and renewal registration statements
to be filed under the provisions of this article shall be made to
the City Manager, on a yearly basis, which year shall run from January
1 through December 31 of each calendar year, and any registration
statements for the subsequent calendar year must be filed by November
30 of the preceding calendar year, or as soon as practicable thereafter.
Otherwise, if new registration statements or renewal registration
statements are not filed with the City Manager by November 30 of the
preceding calendar year, they shall expire on December 31 of that
same calendar year and shall not be valid for the subsequent calendar
year until such time as they can actually be approved by the City
Manager.
Any nonprofit organization which fails to comply with the registration
requirements of this article shall not be permitted to receive any
benefits from the City of Clairton which would otherwise be made available
to nonprofit corporations in the City of Clairton, including but not
limited to any municipal services, facilities, low-interest loans,
grants, tax credits, permits or waivers of fees and permit costs,
except that such nonprofit organization shall be entitled to receive
those municipal benefits which are otherwise made available to for-profit
organizations.
