No person or organization shall display any placard, sign or
advertisement of any kind or post, paint, affix, distribute, cast
or leave about any sign, placard or advertisement of any kind on any
tree, post, stone, fence, wall, road, building, temporary structure
or post or other place within the park without first submitting to
the Clairton City Manager the specific details and specifications
as to the size, color, content, construction, requested location,
requested duration of sign be allowed, method of fastening and securing
the sign, and any other details or specifications as the City Manager
may require or request and receiving written approval from the City
Manager with possible conditions before the placement of the proposed
sign, placard or advertisement.
No person shall, within the parks, solicit alms or contributions
for any purpose; provided, however, that nothing in this section shall
prohibit the taking up of a collection at any religious service held
by any established church organization or by a social or fraternal
organization from its members and guests.
A. No person shall be allowed to turn any chickens, ducks, geese or
other fowl or any cattle, goats, swine, horses or other animals loose
within the park.
B. No person walking, running, sitting, standing or playing with a dog,
cat or other animal of any kind in a City park shall allow that animal
to defecate or relieve itself in any way, shape or manner without
said person completely cleaning and removing the defecation or relief
and disposing of it in a proper manner and container for said use.
The City reserves the right to prohibit any and all animals from a
City park or parks if the City perceives that there is a problem with
animal feces not being removed and disposed of in a manner acceptable
to the City Manager.

No person shall, within the park, throw stones or other missiles;
annoy persons; use profane, indecent, abusive or insulting language;
interfere with, encumber, obstruct or make dangerous any path, drive,
walk or public place; climb or stand on any wall, fence, shelter,
seat, statue or erection; spit upon any walk, crossing, safety zone
or the floor of any bridge, platform, stairway or other structure;
introduce, carry, discharge or fire any firearms, firecrackers, torpedoes
or other fireworks, except under authority of a properly issued permit.
No person shall bring into or have in the parks any explosive
or explosive mixture, substance or compound, except as provided in
the preceding section.
No person shall have or take into the parks or carry, whether
or not concealed upon his or her person, any rifle, shotgun, revolver,
air gun, spring gun, slingshot or other weapon or any blank cartridges
or ammunition therefor.
No person shall kindle, build or maintain or use any fire in
the park, except in places provided for such purpose. Any fire in
such designated place shall be continuously under the care and direction
of a competent person from the time kindled until it is extinguished.
No person shall throw away or discard any lighted match, cigar or
cigarette within or against any building, structure, car, vehicle
or enclosure or under any tree, brush or underbrush in the parks.
No person shall loiter, remain or stay where there is no artificial
light from between one hour after sunset to sunrise in the parks.
No person shall sell or offer for sale any object or merchandise
or any other thing in the parks except under permit by the City, and
then only at the place designated or arranged for under the permit.
No person shall camp or lodge in the parks except at places
designated by the City.
No person shall sleep upon, lie upon or overturn any seat or
bench in the parks.
No person shall bring into or carry within any park any tree,
shrub, plant or flowers, or newly plucked parts thereof, without a
permit from the City.
No person shall enter any building, enclosure or place within
the parks upon which the words "No Admittance" shall be displayed.
No person, except in an emergency, shall bring, land or cause
to descend or alight within the park any airplane, flying machine,
balloon or other aviation apparatus.
No person shall bathe, wade or swim except at such time and
in such place as the City may designate in the parks; nor shall any
person dress or undress except in the bathhouse provided by the City
or appear in bathing costumes at any place within the park, except
within the designated bathing place or while traveling to or from
the same.
No person shall coast or sled with sleds or other vehicles on
wheels or runners except at such places and at such times as may be
designated by the City in the parks or skate or go upon the ice until
such ice is declared to be in safe condition by the City.
A. No person shall play or engage in baseball, golf, football, basketball
or other games except in places designated therefor in the parks.
B. Picnics may be held in such parts of the parks as shall be designated
for that purpose, and portions of the parks may be set aside for tennis,
golf, croquet and other games, subject to such regulations as may
be made from time to time by the City, and no person shall join any
such picnic or game without consent of the persons of whom they are
composed or shall in any manner disturb or interfere with the same.
No person without a permit issued by the City shall erect any
structure, stand or platform in the parks; hold any meeting; perform
any ceremony; make any speech, address or harangue; exhibit to the
public any dramatic performance or the performance in whole or in
part of any tragedy, comedy, opera, ballet, play, farce, dancing entertainment,
motion picture, circus, etc.; or engage in any parade, drill, maneuvers
or other procession.
No person shall injure, mark, write upon, deface, displace,
remove, fill in, raise, destroy or tamper with any road, drive, path,
walk, bridge, sign, inscription, monument, signal, structure, building,
post, railing, bench, seat, platform, stand guard, sewer, wire, pipe
or main, catch basin cover, manhole, lamp, lamppost or light apparatus
or any appurtenances or appendages connected therewith or any other
property or equipment, real or personal, owned by the City or under
its jurisdiction or control or appertaining to the creation, government,
use or maintenance of the parks or in any way interfere with the operation
of any machine, instrument or contrivance used in the parks; take
up, remove or carry away any asphalt, concrete, sand, gravel, rock,
stone, clay, earth or other material or make excavation of any kind;
or, without a permit, attach, string, adjust or carry any wire or
other objects in, on or over any part of the parks.
No person shall cut, break, pluck, burn or otherwise mutilate,
injure, deface, disturb, sever from the ground or remove any plant,
flower, shrub, tree, growing thing, plant growth or any branch, stem
or leaf thereof; or pile or maintain any material or debris against
or upon the same in the parks.
No person shall molest, kill, wound, trap, hunt, take, chase,
shoot or throw missiles at, remove or have in his or her possession
any animal, bird, bird's nest or squirrel's nest or remove
the young of any such animal or the eggs or young of any such bird
in the parks.

It shall be unlawful for any person to place, throw, sweep or
cast any paper, straw, boxes, tin cans, bottles, glass, tacks, barrel
hoops, ashes or any rubbish of any kind whatsoever in any of the parks
within the limits of the City, except in receptacles designated for
that purpose.
No person shall throw, cast, lay, drop or discharge into or
leave in the waters of the parks or any stream, storm sewer or drain
flowing into such waters any substance, matter or thing which may
result in the pollution of such waters.
No person shall drive or operate within the parks any motor
vehicle used solely for commercial purposes, except upon park business.
No person shall use the parks' drives for the purpose of
demonstrating any vehicle or for the purpose of instructing another
to drive or operate any vehicle or for learning to drive or operate
any vehicle.

No person shall drive a vehicle within or upon a walk, bridle
path or any part of the parks not designated or used for such purposes.
No person shall operate a snowmobile or all-terrain vehicle, as those
terms are defined in the Pennsylvania Snowmobile and All-Terrain Vehicle
Law, Act of June 17, 1976, P.L. 162, No. 81, as amended, or any vehicle, recreational or otherwise, except on designated
roads, trails or areas designated and set aside for their use.
Whenever any traffic officer, patrol officer or other park police
officer shall indicate by gesture or otherwise that the speed or course
of a vehicle shall be changed or altered, the driver thereof shall
immediately obey such instruction.
No owner or driver shall cause or permit his or her vehicle
to stand anywhere outside of designated parking places in the parks,
except in an emergency or for a reasonable time to take on or discharge
passengers.
Nothing contained in this chapter shall apply to vehicles and
apparatus of the Police or Fire Department or to an ambulance or to
emergency repair vehicles when responding for emergency work in case
of fire, accident, disaster, impending emergency or for park business.
A. All permits shall be issued through the office of the City Manager
and shall be subject to park rules, regulations, the provisions of
this chapter and other ordinances of the City, and the person to whom
such permit shall be issued shall be bound by such rules, regulations
and ordinances as though the same were inserted in such permit; and
any person to whom such permit shall be issued shall be liable for
any loss, damage or injury sustained by reasons of the negligence
of the person to whom such permit shall be issued, as well as for
any breach of such rules, regulations and ordinances, to the person
so suffering damage or injury.
B. Every person claiming to have a permit as set out in the preceding
subsection shall produce and exhibit the same upon request of any
authorized person.
No person shall refuse to obey such order or request of any
authorized City official as shall have for its object the preservation
of the parks or its contents or the maintenance of safety, order and
decorum within its limits.

Any person violating any of the provisions of this article shall
be subject to a fine not exceeding $600, plus costs of prosecution
and, in default of payment of such fine and costs, to imprisonment
for a period not exceeding 90 days.
