The Mayor shall call the meeting to order, and after roll call,
therein being a quorum present, which shall consist of four Councilmen
or the Mayor and three Councilmen, the meeting shall proceed to the
regular order of business as hereinafter prescribed.
in the absence of the Mayor, the President of Council shall
preside.
The Mayor shall, at all times, except when the President of
Council shall preside in his stead, prevent personal reflection and,
when two persons take the floor simultaneously, decide when each of
the two shall speak and also confine members in debate to the question
before the Council. Appeal from the decision of the Mayor shall be
to the Council.

When a motion is made and seconded, it shall, before debate,
be stated by the Mayor. Every motion shall be reduced to writing if
the Mayor or any member of the Council so requires. A motion may be
withdrawn by any member making it before amendment, postponement or
an order to lay on the table for final decision.
All ordinances shall be presented to the Council either written
in ink, typewritten or printed. The subject of each ordinance shall
be clearly set forth in its title. All ordinances and resolutions
must be submitted to the Mayor and Council two days prior to the first
reading of said ordinance. The Council shall have the right to waive
this requirement by motion approved by four members of the Council.
All ordinances shall have two readings. The first reading may
be by title only and shall occur at a regular meeting. The second
and final reading may be by title only. The second reading of an ordinance
shall occur at any meeting of the Council and shall not take place
until at least 10 days after advertisement. The final reading may
be made at the same meeting when the second reading of any ordinance
occurs.
An amendment to an ordinance shall be made upon its second reading
and shall be in writing. No amendments shall be made to an ordinance
upon its third reading.
Every report of a committee shall be reported by the Chairman
of the committee thereof, except in the case of sickness or absence
of the Chairman, in which case it may be presented by the second member
of the committee.
Every member of the committee is subject to the call of the
Chairman. In the case of failure of the Chairman to act because of
absence, sickness or neglect, the duties of the Chairman shall devolve
upon the second-named member of the committee or the Mayor. In the
event of resignation of any Chairman, the second member shall act
as Chairman until the vacancy is filled by the Mayor and Council.
The Mayor shall be in charge of the Council Chambers at all
times. In his absence, the President of the Council shall perform
the duties of the Chair, but such substitution shall not proceed beyond
adjournment.
The consent of the majority of the members of the Council shall
be required to suspend, repeal, amend or supplement any of the rules
contained herein.
