Any development projects within the Borough which involve grading
or disturbing of surface dirt of more than 500 square feet shall require
a review of the proposed plan and an inspection prior to and as a
condition of the issuance of a certificate of occupancy.
Such reviews and inspections shall be performed by the Borough
Engineer or other such official as designated by Council.
Prior to the review or scheduling of the inspections, the developer
shall post with the Borough an escrow amount to cover the costs of
the inspection. The escrow amounts shall be managed in accordance
with the Municipal Land Use Law.
The following work will require the following escrow amount:
A. Individual lot (not part of a subdivision) plan review: $500 per
lot.
B. Individual lot (part of a subdivision) plan review: $300 per lot.
C. Grading and lot stabilization inspection: $300.
D. Grading and lot stabilization sidewalk and driveway apron: $500.
No work shall be permitted on any activities covered by this
chapter until such time as a review of the plans is conducted and
an approval of the plans issued by the reviewing official.

The foregoing provisions of this chapter shall apply to any
disturbance to 500 square feet or more of soil and shall, in addition
to the above, require a separate permit for such soil disturbance
and shall be subject to the reviews and inspections as set forth above
as well as the fees, set out in the Borough's Fee Ordinance. Where the soil disturbance is a part of a development
application, this section will not apply and any such soil disturbance
will be covered by said development application.
