A. 
No building shall hereafter be erected, converted, enlarged, reconstructed or structurally altered, nor shall any work be started on the same until a construction permit for the same has been issued by the Building Commissioner of the Village, which permit shall state that the proposed building complies with all provisions of this Chapter. Said permit shall be issued at the charge based upon the following schedule:

B. 
If permit is to be issued by St. Louis County, a fee of ten dollars ($10.00) shall be charged for completing the zoning approval application.

A. 
Subsequent to the date of this Chapter no change in the use or occupancy of land nor any change of use or occupancy in any existing building shall be made nor shall any new building be occupied for any other purpose than single-family dwelling use until an application shall have been made to the Building Commissioner by the owner of the premises or by the tenant and until an occupancy permit has been issued by the Building Commissioner. Every occupancy permit shall state that the new occupancy complies with all provisions of this Chapter.

A record of all occupancy permits shall be kept on file at the Village Hall by the Building Commissioner and shall be open and public records of the Village.
2. 
Inspection Required/Fee. Before an inspection will be performed by the Village to determine whether a building is in compliance with the Building and Maintenance Codes of the Village, the applicant must pay to the Village the sum of sixty-five dollars ($65.00). In the event that the applicant requests a reinspection of the same property either to extend the length of the passed inspection or due to a failed inspection, there will be no charge. Should a second reinspection be required on the property, the applicant must pay the Village the sum of twenty-seven dollars fifty cents ($27.50) before said reinspection shall take place. Reinspection of property not in compliance must be requested within sixty (60) days of notice of non-compliance; otherwise, applicant must ask for a new inspection and pay for an inspection fee. The Village may contract with St. Louis County for inspection services which will be charged at the County's rates.
3. 
Occupancy Permit Fee. An applicant for an occupancy permit must pay to the Village the sum of twenty dollars ($20.00) as and for its fee before such permit shall be issued.
B. 
No occupancy permits shall be issued to any resident or tenant of real property within the Village of Hanley Hills if any property taxes, garbage and rubbish assessments, special assessments or any other monies assessed against said property by the Village of Hanley Hills are due and owing.

A. 
Every application for a building permit pursuant to this Chapter shall be accompanied by a plat in duplicate, drawn to scale, showing the actual dimension of the lot to be built upon, the size, shape and location of the building to be erected, the specific purpose for which the building is to be used, and such other information as may be necessary to provide for the enforcement of this Chapter.
B. 
A record of all such applications and plats shall be kept on file at the Village Hall by the Building Commissioner and shall be open and public records of the Village.
