No person, firm or corporation shall tear up or obstruct in
any manner whatsoever any street or alley in the Village of Hanley
Hills, Missouri, without first having obtained a written permit from
the Building Commissioner of the Village of Hanley Hills, Missouri.

Said permit shall state on its face the object of the permit
and the length of its duration. If any time after the work is commenced
the time for the completion of the work is deemed by the Chairperson
of the Board of Trustees insufficient, the Chairperson of the Board of
Trustees shall be empowered to grant an extension of time.

Any person who shall have obtained written permits to tear up
or obstruct the streets and alleys of the Village of Hanley Hills
shall replace the same in as good condition after said work is completed
as the same were prior to the commencement of said work.

After any person shall have obtained a permit to tear up or
obstruct a street, or alley, and before such person shall have commenced
work, such person shall be required to enter into a bond in form approved
by the Board of Trustees in favor of the Village of Hanley Hills in
such amount as the Chairperson of the Board of Trustees shall deem necessary
to protect and indemnify the Village of Hanley Hills from any liability
growing out of their negligence.

Such person, firm or corporation shall also be required to put
a warning light in a conspicuous place, at night, where said street
or alley is torn up, or said obstruction is placed in said street
or alley, said warning light to remain burning or lighted thirty (30)
minutes after sunset to thirty (30) minutes before sunrise.
