A. 
The number of plenary retail consumption licenses issued and outstanding in the Borough of Mount Ephraim under the provisions of an act of the Legislature of the State of New Jersey entitled "An Act Concerning Alcoholic Beverages" shall not exceed three in number after the adoption of this article; provided however, that this limitation shall not prevent the issuance of renewals of plenary retail consumption licenses to persons holding such licenses at the time this regulation was adopted, and further provided that this limitation shall not prevent the transfer of licenses or the renewal thereof according to law.
B. 
No new plenary retail consumption licenses shall be issued to anyone not holding such license at the time this regulation was adopted until the number outstanding shall be reduced, by surrender, revocation or nonrenewal, to less than three, provided that nothing contained in this section shall prevent the issuance of a new license, which shall be in addition to the number hereinabove set forth, to a person who operates a hotel or motel containing at least 50 sleeping rooms.

Club licenses in the Borough of Mount Ephraim shall be limited to the existing two.

Class A licenses may be issued for one or more of the following: limited brewery license, N.J.S.A. 33:1-10(1b); restricted brewery license, N.J.S.A. 33:1-10(1c), for operation of a brewpub; plenary winery license, N.J.S.A. 33:1-10(2a); instructional wine-making facility, N.J.S.A. 33:1-10(2d); and limited distillery license, N.J.S.A. 33:1-10(3b).
