As used in this article, the following definitions shall apply:
CORRUGATED CARDBOARD
Includes cardboard of the type commonly used to make cardboard boxes.

GLASS
All products made from silica or sand, soda, ash and limestone, the product being transparent or translucent and being used for packaging or bottling of various matter, or all other material commonly known as "glass," but excluding blue and flat glass and glass commonly known as "window glass."

METAL APPLIANCES
Includes, but is not limited to, metal appliances, such as refrigerators, dishwashers, dryers, clothes washers, water heaters, etc.
METAL BEVERAGE AND FOOD CONTAINERS
Includes aluminum and tin cans of the type commonly used for soda, beer and food items, but specifically excluding bimetal cans.

USED NEWSPAPER
Includes paper of the type commonly referred to as "newsprint" and distributed at stated intervals, usually daily or weekly, having printed thereon news and opinions and containing advertisements and other matters of public interest.
VEGETATIVE WASTE
Includes all whole trees, branches, tree trunks, leaves and tree stumps.

WASTE OIL
Includes petroleum-based or synthetic oil which is used in an internal combustion engine as an engine lubricant, or as a product used for lubricating transmissions, gears or axles, which through use, storage or handling has become unsuitable for its original purpose due to the presence of chemical or physical impurities or loss of original properties.

A. 
There is hereby established a program for the mandatory separation of used newspapers, corrugated cardboard, metal beverage and food containers, metal appliances, waste oil, vegetative waste and glass within the Borough of Mount Ephraim by all of its residents.
B. 
There is also hereby established a program for the mandatory separation and recycling of glass bottles, jars and aluminum, bimetal and tin-plated steel containers from bars, taverns, restaurants and institutional establishments.
C. 
There is also hereby established a program for the mandatory separation and recycling of high-grade office paper, including but not limited to computer paper, copy paper and letterhead from commercial and industrial establishments, as well as corrugated cardboard from commercial, retail, wholesale and institutional establishments.
The occupant or owner of any building within the Borough of Mount Ephraim who shall place for disposal, removal or collection of the following named items shall do so in strict conformity with the following regulations:
A. 
Used newspaper shall be bundled separately and secured in bundles not to exceed 50 pounds and shall not be contained in plastic bags.
B. 
Corrugated cardboard shall be bundled separately and secured in bundles not to exceed 10 pounds and shall not be contained in plastic bags.
C. 
Metal beverage and food containers shall be contained in reusable metal or plastic containers which shall be supplied at the cost of the resident, but subject to approval by the Borough of Mount Ephraim.

D. 
Metal appliances shall be placed neatly at curbside and properly secured if appropriate.
E. 
Waste oil shall be contained in reusable metal or plastic containers and shall be disposed of at sites within the Borough of Mount Ephraim to be designated by the Board of Commissioners.

F. 
Vegetative waste shall be placed neatly at curbside and properly secured, if appropriate, such as in the case of leaves.

G. 
Glass shall be contained in reusable metal or plastic containers which shall be supplied at the cost of the resident, but subject to approval by the Borough of Mount Ephraim.

From the time of placement at the curb by anyone of the categories described herein for collection by the Borough of Mount Ephraim in accordance with the terms hereof, items shall be and become the property of the Borough of Mount Ephraim or its authorized agent. It shall be a violation of this article for any person unauthorized by the Borough of Mount Ephraim to collect or pick up or cause to be picked up any such items, including recycling containers. Any and each such collection in violation hereof, from one or more residences, shall constitute a separate and distinct offense punishable as hereinafter provided.

Any person that violates or neglects to comply with any provision of this article or any regulation promulgated pursuant thereto shall, upon conviction thereof in the Municipal Court, be punished as provided by the penalty provisions contained in Chapter 305, Penalties. Each day that such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder. In addition, any person who violates or neglects to comply with any provision of this article or any regulation promulgated hereunder shall be subject to the remedies and penalties provided for in N.J.S.A. 13:1E-9.

The provisions of this article shall be enforced by the Mount Ephraim Police Department.
