The Supervisors of Mount Pleasant Township,
pursuant to the Second Class Township Code (53 P.S. § 65101
et seq.), are hereby authorized and empowered to name any and all
of its streets, roadways, alleys or other thoroughfares within Mount
Pleasant Township whether it be a state or Township street, roadway
or alley. The Supervisors of Mount Pleasant Township, or their designee,
shall have the exclusive power and authority to name and designate
the name of any such street, roadway or alley which herewith will
come into existence be it state or Township. The names of all such
streets, roadways, alleys, thoroughfares should be recorded in the
official minute book of Mount Pleasant Township.
As used in this chapter, the following terms
shall have the meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or
place of business or industry, but shall not include any public building,
any farm building (other than a residence), any structure built as
a place of worship, or any accessory building located upon a lot where
there is a main building.
The Township Zoning Officer is hereby required
to assign numbers to all lots and buildings thus located in the Township.
Such numbers shall be assigned in accordance with the system prescribed
in this chapter.
The building number assigned shall be determined
by the location of the building. On all streets running in an east-west
direction, even numbers shall be assigned to buildings on the south
side of the street, and odd numbers shall be assigned to buildings
on the north side of the street. On all streets running in a north-south
direction, even numbers shall be assigned to buildings on the west
side of the street, and odd numbers shall be assigned to buildings
on the east side of the street.

A. Numbers,
as assigned to each building in the Township according to the provisions
of this chapter, shall be affixed to or painted upon such building
or upon a permanent structure, base of support thereof; and also upon
both sides of a mailbox, newspaper/delivery box, light post, other
decorative post, marker, or the like, located between such building
and the street, so as to be plainly legible and clearly visible from
the street or road fronting the property.
B. Each house
number shall be at least four inches in height and at least 1/2 inch
wide; and shall be of such color and material, and in such location
and position, that it is at all times clearly visible from the street
or road fronting the property.
C. The property
owner shall be responsible for affixing and at all times maintaining
said building numbers in a complete, legible, and visible condition
in accordance with this provision.
Whenever a building shall hereafter be erected
in the Township, the owner thereof shall forthwith apply to the Township
Zoning Officer for the official number thereof. The number shall be
assigned by the Zoning Officer in conformity with the requirements
of this chapter pertaining to existing buildings and shall, within
30 days after being assigned to such building, be affixed by the owner
thereof in the manner required by this chapter.
Any person who violates or permits a violation
of this chapter shall, upon being found liable therefor in a civil
enforcement proceeding commenced by the Township before a Magisterial
District Judge, pay a fine of not more than $600, plus all court costs,
including reasonable attorney's fees, incurred by the Township in
the enforcement of this chapter. No judgment shall be imposed until
the date of the determination of the violation by the Magisterial
District Judge. If the defendant neither pays nor timely appeals the
judgment, the Township may enforce the judgment pursuant to the applicable
Rules of Civil Procedure. Each day a violation exists shall constitute
a separate offense. Further, the appropriate officers or agents of
the Township are hereby authorized to seek equitable relief, including
injunction, to enforce compliance herewith.
