The Borough Clerk and Municipal Court Administrator are hereby authorized and directed to, upon request, make copies of the following Borough records and to charge the applicant for said copies as follows:

Documents.
(1) 
Municipal Court discovery.
(a) 
All requests for discovery in matters pending in the Municipal Court shall be submitted through the Police Department with a copy to the Municipal Prosecutor.[1]

The following fees shall be payable by the requestor to the Borough of Mount Ephraim for the discovery provided:

This article contains fees established by ordinance of the Board of Commissioners. Code sections which authorized fees are noted in each section of this article, where applicable.
The application fee for representation by the Public Defender in the Municipal Court is $50. (§ 17-4)
The annual license fees for the following alcoholic beverage licenses, as defined by the statutes of New Jersey, are as follows: (§ 85-6)
A. 
Plenary retail consumption license: $864 per annum.
B. 
Plenary retail distribution license: $1,080 per annum.
C. 
Club license: $150 per annum.
A. 
The annual license fees for places of amusement are as follows: (§ 90-7)
(1) 
For poolrooms, billiard parlors and bowling alleys: $10 per annum.
(2) 
For dance halls: $100 per annum.
B. 
The license fee for all coin-operated amusement devices shall be $200 for the first machine licensed and $50 for each additional machine licensed thereafter which will be operated at the same location. (§ 90-18)

A. 
Dog license fees; late fee. (§ 94-1)
(1) 
Every person who shall own, keep or harbor any dog or dogs within the Borough of Mount Ephraim shall pay the Borough Clerk for the licensing of each dog the sum of $18, which charge shall be made up of the following components: $15.80 for Borough licensing and registration tag, and $1.20 for the State of New Jersey Pilot Clinic Fund.
(2) 
Additionally, for any dog of reproductive age which has not had its reproductive capacity permanently altered through spaying or neutering, there shall be an additional charge of $3 to be paid to the State of New Jersey Pilot Clinic Fund.
(3) 
Any person who was required to have their dogs licensed but failed to obtain or renew the license(s) on or before the date prescribed in § 94-2 of the Borough Code shall pay a late charge of $20; and if the license is not obtained by November 30, shall be subject to a summons to Municipal Court and liable for all fees, including court costs.

B. 
Replacement of lost dog license tag. The fee for a substitute dog tag is $1. (§ 94-4)
C. 
Redemption of impounded dog. Any owner of a dog which has been seized by Borough officials shall, upon establishing ownership thereof to the satisfaction of the Borough Clerk, be entitled to reclaim or redeem such dog upon payment of the sum of $5. (§ 94-9)
A. 
The fee for the inspection and issuance of a certificate of continued occupancy shall be $120. (§ 121-6)
B. 
The fee for any and all reinspections for a certificate of continued occupancy shall be $25. (§ 121-6)
The fee schedules as established by the State of New Jersey pursuant to the Uniform Construction Code and its attendant administrative regulations are hereby established as the fee schedules for the Borough of Mount Ephraim for the Borough's building subcode fee schedule, plumbing subcode fee, electrical subcode fee, fee for demolition for the removal of a building or structures and fee for certificate of occupancy with the following exception: the minimum fee for all subcodes shall be $60. A copy of said fee schedules shall be available for public display in the Construction Code office of the Borough of Mount Ephraim, County of Camden and State of New Jersey. (§ 127-2)

Application. Application shall be made to the Fire Official for the uses and/or activities set forth in § 183-5. No application for a permit shall be acted upon unless such application is submitted 10 working days prior to an inspection.

Inspection of non-life hazard uses. The local enforcing agency established by § 183-2 shall carry out non-life-hazard inspection uses and/or activities. Failure to register with this office within 30 days of receipt of bill will result in your annual fee being doubled. If doubled annual registration fee is not paid within 60 days, then that will result in court and legal action. (2) 
The above fee entitles the applicant to one inspection and one reinspection. A third visit requires a new application and new fee.
(3) 
A certificate is valid for a period of 90 days from the date of issuance.
The cost of labor associated with the cleanup from the release of hazardous materials shall be assessed in accordance with the following schedule: (§ 212-8)
A. 
Firefighter and other manpower: $25 per hour.
B. 
Fire apparatus: $100 per hour.
C. 
Other (equipment): $50 per hour.
A. 
Carnivals and similar entertainments as allowed pursuant to § 237-1. A permit therefor shall first have been obtained from the Borough Clerk upon payment of a fee of $1 for each such affair and/or event.
B. 
Auctions.
(1) 
The annual license fee is $500. (§ 237-5)
(2) 
In addition to the license fee, there shall be a fee of $10 for each concession or concessionaire for each night of operation. (§ 237-6)
A. 
The annual fee for a mercantile license shall be $50. (§ 241-17)
B. 
Late fees. A late fee of $25 will be assessed if the license fee is not received on or before February 28 of the subject year. A late fee of $50 will be assessed if the license fee is not received on or before March 31 of the subject year. (§ 241-17)
Persons seeking to be married or joined in civil union by the Mayor of the Borough of Mount Ephraim shall pay a fee of $150 for such services. (§ 253-2)
Every peddler, hawker, vendor, canvasser or solicitor shall pay a sum of $150 for an approved period of no more than 60 days, plus $10 to cover the cost of the permit. (§ 299-5)
A. 
Inspections. Failure to contact the inspector's office within 30 days of registration, or reregistration, to set up an inspection date will result in the issuance of a violation notice stating that an inspection must be scheduled within the next 20 days; an additional administrative fee of $50 will be assessed. (§ 319-7)
B. 
License fees. At the time of the filing of the registration form and prior to the issuance of a license, the owner or agent of the owner must pay a fee in accordance with the following: (§ 319-11)
(1) 
A registration fee of $85 per rental unit or single-family home, which shall be payable biennially.
(2) 
A biennial inspection fee of $25 per rental unit.
(3) 
Change in tenancy during the licensing period requires the issuance of a new license. Registration and inspection fees as outlined in Subsection B(1) and (2) above will be applicable.
(4) 
A reinspection fee of $25 per rental unit/per inspection shall be assessed for any reinspection conducted as a result of violations which require correction by the owner during the licensing period.
(5) 
If the owner of the property is a senior citizen who resides in a rental unit of the rental facility and rents out the remaining unit(s), and would otherwise qualify under the State of New Jersey property tax deduction pursuant to N.J.S.A. 54:4-8.41, there shall be no fee.
(6) 
If any fee is not paid within 30 days of its due date, a late fee surcharge of $40 will be assessed.
A. 
Sewer connections.
(1) 
New structures. A charge of $400, payable in advance, shall be made for each permit for each connection with the sewage system; provided, however, that where a sewer main and house connection shall be installed and constructed by the Borough of Mount Ephraim and the cost thereof directed to be assessed against the property benefited thereby, the permit fee to be included as a part of such cost shall be $25. (§ 330-2)
(2) 
Existing structures. In the event that one connection fee has been paid on an existing lot or premises and said premises is rebuilt or is razed or torn down and a new one built in its stead, there shall be assessed and charged another connection fee of $200. However, a permit shall be required. In the event that said construction necessitates an additional or new connection into the sewer system, that shall be charged the regular fee of $400. (§ 330-3)
B.

C. 
Reconnection fee. In the event of the nonpayment of the sewer charges for a period of 30 days, in addition to the late charges, the Board of Commissioners may cause the sewer connection to be disconnected following sufficient notice. Thereafter, the defaulting users may not again use the sewer facilities until after paying all arrearages plus new connection fee of $100. (§ 330-8)

Excavations.
(1) 
Application/permit fee.
(a) 
Up to three openings: $100 per opening.
(b) 
More than three openings: $250 for every 100 square yards of opening.

Inspection escrow.
(a) 
Up to three openings:

For a trench opening of 100 square yards or less: $300.

For a trench opening of more than 100 square yards: $300 or 5% of the performance guarantee required by § 369-15D, whichever is greater.
(b) 
More than three openings: an initial deposit of $5,000; provided that the deposit amount shall be replenished up to $5,000 upon notice to the applicant/permittee that the escrow deposit has been reduced to less than $2,500.
A. 
The Tax Collector of the Borough of Mount Ephraim or other appropriate officer shall charge a fee of $25 for providing a certificate of tax sale redemption. (§ 389-9)
B. 
The Tax Collector of the Borough of Mount Ephraim, or other appropriate officer, shall charge a fee of $50 for providing a tax lien redemption calculation when it is the third or greater time that said calculation has been requested on the same lien. Said fee shall apply to each subsequent calculation requested on the same lien (N.J.S.A. 54:5-54). (§ 389-10)
C. 
The application fee for tax abatement for commercial and industrial improvements and construction shall be calculated as set forth in § 389-24, Application fee schedule.
A. 
The annual fee for one autocab or the first autocab owned and proposed to be operated by an applicant shall be $100. (§ 393-5)
B. 
For each autocab proposed to be operated by such applicant in excess of one autocab, an additional $25 shall be paid per year. (§ 393-5)
Fees for registration of vacant property. (§ 406-3)
A. 
The initial registration fee for each building shall be $500.
B. 
The fee for the first renewal is $1,500.
C. 
The fee for a second renewal is $3,000.

The fee for any subsequent renewal beyond the second renewal is $5,000.

Hall rentals. The rental fee for private party rentals of the Dougherty Senior Community Center shall be $50 per hour upon completion of an application and hold harmless agreement. All rules and regulations as on file in the office of the Borough Clerk shall be adhered to by all renters.
A. 
The fees for advertising in the Messenger shall be as follows:
(1) 
Mini display size: $45 per issue or $125 for three prepaid issues.
(2) 
Quarter-page size: $75 per issue or $210 for three prepaid issues.
B. 
All payments for advertising shall be payable to the Borough of Mount Ephraim.
C. 
Procedures for submission of ad content and advertising deadlines shall be established by the individual responsible for producing the Messenger.
