Whenever a space is marked off in any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this section for any person to park a vehicle otherwise.

The following are established as otherwise prohibited parking, and it shall be unlawful for any person to park a vehicle or allow a vehicle to remain parked in any of the following situations:
A. 
On a sidewalk.
B. 
Alongside or opposite any street excavation or obstruction if such standing or parking shall obstruct traffic.
C. 
In a designated and appropriately marked or posted fire lane or handicapped parking space on private property. This subsection is intended to compliment the Pennsylvania Motor Vehicle Code and, to the extent that such conduct is also prohibited by the Motor Vehicle Code, it is intended that the more stringent shall apply.

A. 
Borough Council specifically authorizes its duly designated Police Department, the Borough Mayor, the Borough Manager, or any other person authorized by Borough Council by motion passed at a public meeting of the Council to enforce this article, issue citations for violations of this article, and to prosecute any such violations pursuant to the terms of this article by issuing tickets for any violation(s).
B. 
The ticket issued for violations of this article shall be affixed prominently to the violating vehicle and shall contain, at a minimum:
(1) 
The state and number of the license plate for the violating vehicle(s);
(2) 
The time and date the vehicle was found in violation;
(3) 
The nature of the violation(s), including a reference to the Code provision and the amount of the fine imposed;
(4) 
The manner in which the violator can pay any fine imposed; and
(5) 
Any other facts the Police Department, the Borough Mayor, or the Borough Manager may require.
C. 
Additionally, any ticket imposing a fine on a violating vehicle owner shall direct that owner to pay the fine set forth on the ticket within seven calendar days of the date the violation occurred. Payment can be made at the Borough office by check or money order, and must include a copy of the ticket issued. A discount of $25 shall be applied to any ticket paid on or before the expiration of seven days from the date of the violation.
D. 
All fines imposed for violations of this article, and before application of any discount referenced above, shall be in the amount of $50, with the exception of violations of § 375-16D, related to parking within 15 feet of a fire hydrant, and § 375-24, related to parking in a handicapped parking space without bearing an appropriate placard or license plate, which fine shall be in the amount of $100.
E. 
Except as otherwise set forth herein, any person who fails to pay the fine within seven calendar days as set forth above shall, upon conviction, be sentenced to pay a fine in the amount of $50, in addition to, without limitation, costs of prosecution.
