A. 
No person shall park a vehicle in any municipal parking garage except upon payment or condition for payment of parking charges prescribed therefor by the municipal authority under rules and regulations governing the parking of vehicles thereon.
B. 
Where parking meters, other parking devices and permit parking are provided in municipal parking garages, the applicable regulations of Article V, incorporated herein by reference thereto, shall govern the use of the parking meters, other parking devices and permit parking areas in the garage, except as provided herein and under the rules and regulations made hereunder.
C. 
Parking space in municipal parking garages shall be designated by lines or other appropriate markings painted or placed in the area. No person shall park a vehicle in such position that it will not be entirely within the area designated by such lines or markings.
D. 
Subject to the provisions contained herein and the rules and regulations provided contained herein, authorized parking of vehicles in municipal parking garages is subject to the applicable provisions of this Part 3 relating to the parking of vehicles.
E. 
Parking shall be allowed by meter or by permit in the municipal parking garage designated below:

If any vehicle is parked in any municipal parking garage in violation of any of the provisions of this Part 3 pertaining thereto, the Police Department may cause such vehicle to be removed to such place as is designated by the Chief of Police. The owner or operator of any vehicle so removed shall pay reasonable cost and expense of such removal and storage which may result therefrom. This expense shall be in addition to any fine or imprisonment designated by the Judge.
There is hereby established on the premises hereinafter described a revenue collection device and permit parking garage for the parking of motor vehicles to be designated as "Municipal Parking Garage No. 1."
Municipal Parking Garage No. 1 shall be located at Block 474, Lot 4.02, on the Tax Map of the Township of Cranford.
A. 
This lot shall be in operation between the hours of 5:30 a.m. and 6:00 p.m. on Mondays through Saturdays except Sundays and legal holidays.

B. 
During the hours set forth in Subsection A of this section, it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked in any one- to twelve-hour parking space without depositing the proper moneys in the electronic parking monitor devices located in such parking garage.

C. 
During the hours set forth in Subsection A of this section, it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked in any nine-hour, twelve-hour or overnight parking space without the required permit affixed to said motor vehicle.
D. 
No person shall park or permit any vehicle to remain parked in this garage between the hours of 2:00 a.m. and 5:00 a.m., except for those who deposit proper moneys in the electronic parking monitor device for the one- to nine-hour parking spaces and for those who conform to Subsection E.
E. 
Residents of the Township of Cranford will be allowed to park overnight in this parking garage in designated areas upon the payment of the annual fee set forth in this chapter. Applications may be obtained from the Township Police Department, and an annual sticker will be issued. Said vehicle will be identified by a permit affixed to said vehicle in the lower right-hand corner of the inside rear window of the motor vehicle for which the permit has been issued. All persons will park only in those areas designated for this purpose. Such parking privileges will be allowed between the hours of 6:00 p.m. and 9:00 a.m. At other times parking in the garage will be in accordance with the regulations listed in this chapter.
F. 
The Chief of Police may designate certain parking spaces for handicapped persons. Such spaces shall be properly posted and shall be available only to vehicles with proper special identification as belonging to handicapped persons. Such designation as handicapped person spaces shall conform in all ways to the appropriate state statute and regulations.
