There is established within the Village of Coloma, a Police
Department, which shall consist of one Chief of Police and such officers
as may from time to time be determined by the Village Board. The Village
Board shall have final supervisory control over the Department which
shall be under immediate control of the Village President.
All members of the Police Department, including the Chief, shall
be appointed, promoted, suspended, dismissed or reduced in rank pursuant
to Wisconsin Statutes.
In addition to the Chief of Police, there shall be such other
Village police officers as the Village Board shall authorize and appoint.
Salaries of the Chief of Police and all other members of the
Department shall be as determined by the Village Board from time to
time.
The hours of duty, overtime pay and vacations shall be as prescribed
by the Village Board.
Each Village police officer shall furnish his/her own uniform
and shall receive such uniform allowance as the Village Board shall
prescribe. No Village police officer shall have a vested right in
the uniform allowance, and in the event he/she shall terminate his/her
employment with the Village as a Village police officer prior to a
time herein before set for payment of the uniform allowance, he/she
shall not receive any pro rata payment.
The Village shall furnish ammunition and badges to the Chief
of Police and subordinates, and such equipment shall remain the property
of the Village under the care and charge of the Chief of Police and
the Village Board.
All examinations for appointment to the Police Department shall
be carried on according to regulations and under the supervision of
the Village Board. The Fire and Police Committee shall certify to
the Village Board the three most qualified applicants for each appointment
(less than three permitted if less than three qualify). The Village
Board shall make an appointment from the three applicants so certified;
in the event less than three applicants are so certified, the Fire
and Police Committee may make an appointment or may request the Village
Board to continue examining applicants until three are certified.
Whenever practicable, members of the Police Department shall
be residents of the Village of Coloma.
The Chief of Police may make such further rules, regulations
and policies for the government of the Police Department as he/she
may deem necessary, provided such rules and regulations shall not
be inconsistent with the laws of the state or Village ordinances or
any collective bargaining or labor contract.
Any member of the Police Department may be suspended for a period
of 30 days or removed by the Chief of Police during his/her first
year of service. The Chief of Police may be so suspended or removed
during his/her first year of service by a two-thirds vote of the Village
Board.
The Village President and each Trustee shall be officers of
the peace and may suppress in a summary manner any riot or disorderly
conduct in the streets or public places of the Village, and may command
assistance of all persons under the same penalty for disobedience
provided in § 61.31, Wis. Stats.
It shall be the duty of all persons in the Village, when called upon by any Village police officer or peace officer, to promptly aid and assist him/her in the execution of his/her duties and whoever shall neglect or refuse to give such aid or assistance shall be subject to the general penalty as provided in Chapter
1, General Provisions, Article
I, Construction and Penalties, of this Code.
