The Supervisors of Manchester Township shall from the effective
date of this Part be solely responsible to equip, operate and maintain
all parks and recreation areas and facilities in Manchester Township
pursuant to § 2204 of the Second Class Township Code, 53
P.S. § 67704.

There is hereby established an advisory body to the Board of
Supervisors to be known as the "Manchester Township Recreation Advisory
Commission."

The Recreation Advisory Commission shall consist of five persons
to be appointed by the Board of Supervisors. The members shall serve
for terms of five years or until their successors are appointed, except
that the members first appointed shall be appointed for such terms
that the terms of not more than one member shall expire annually thereafter.
The Supervisors may appoint some or all members of the Park and Recreation
Board to the Recreation Advisory Commission, in which case they shall
be appointed to the same term to which they would have served on the
Park and Recreation Board.

Members of the Recreation Advisory Commission shall serve without
pay.

All persons appointed to the Recreation Advisory Commission
shall serve a full term unless they resign voluntarily or are removed
by the Supervisors for neglect of duty such as missing more than two
consecutive meetings without adequate reason therefor. Vacancies on
the Commission occurring otherwise than by expiration of term shall
be filled by the Supervisors in the same manner as an original appointment
for the unexpired term.

The Commission shall annually, at the first meeting held in
the year, elect a member as a chairperson and a member as a vice-chairperson
and to such other offices as it may deem necessary. The Commission
shall establish a regular schedule of meeting dates, not less frequently
than every other month, which schedule shall be advertised and shall
have the power to adopt rules and regulations for the conduct of all
business within its jurisdiction.

1. The Recreation Advisory Commission shall have the following powers
and duties:
A. To recommend
to the Supervisors on the purchase or other acquisition of land for
parks and recreation areas.
B. To participate with, the Manchester Township Planning Commission
in developing and updating the park and recreation section of the
Manchester Township Comprehensive Plan.
C. To recommend to the Supervisors what facilities and equipment are
needed in the Township park and recreation areas and where and how
such facilities and equipment should be located.
D. To coordinate recreation programs for the residents of Manchester
Township in conjunction with the Manchester Township staff.
E. To assist the Township staff in scheduling activities in the Township
parks and recreation areas and to establish guidelines and priorities
for the staff to follow in resolving any scheduling conflicts.
F. To educate and encourage the residents of Manchester Township to
use the Township parks and recreation facilities.
G. To recommend to the Supervisors how any monies allocated for recreation
in the Township's annual budget can be most effectively used.
H. To establish standards and qualifications and to recommend to the
Supervisors salary schedules for all classifications of recreational
employees.
I. To interview and recommend to the Township Manager individuals for
positions as recreational employees.
J. To keep a record of its proceedings and meetings and submit copies
to the Board of Supervisors.
K. Provide an annual report to the Supervisors, no later than March
31, of each year.
L. To perform a semiannual review of the recreation program and the
administration thereof and to make a written report to the Board of
Supervisors communicating the results of that review by September
30, of each year.
