There shall be a Department of General Services, the head of which shall be the Commissioner of General Services. The Commissioner shall be in the unclassified service of civil service and shall be appointed by the County Executive, subject to confirmation by the County Legislature as provided in Section 302(c) of this Charter, and shall serve at the pleasure of the County Executive. Within the department there shall be a Division of Code Enforcement.
Except as otherwise provided in the Charter, the Commissioner of General Services shall:
(a) 
Make all purchases of materials, supplies and equipment, and contract for rentals and servicing of equipment for the County in accordance with applicable law.
(b) 
Provide management and maintenance services for the County's vehicle fleet, with the exception of those heavy vehicles which maintain, improve and plow County highways.
(c) 
Provide management, maintenance, custodial and security services for the County's owned and leased buildings and real property, except where inconsistent with this Charter.
(d) 
Provide project management and engineering services in support of the County's capital program and ongoing major maintenance activities.

There shall be within the Department of General Services a Division of Code Enforcement headed by a Director. The Director shall be appointed by the County Executive, subject to confirmation by the County Legislature, and serve at the pleasure of the County Executive. The Director shall be appointed on the basis of her administrative experience and qualifications for the duties of the office. The Director shall enforce the New York State Uniform Fire Prevention and Building Code for all County-owned buildings, premises and equipment and perform such other and related duties as may be required by the County Executive or the County Legislature.

(1) 
County Division of Weights and Measures; Director. There shall be a Division of Weights and Measures, the head of which shall be the Director of Weights and Measures. The Director of the Division of Weights and Measures shall be appointed by the County Executive, subject to confirmation by the County Legislature as provided in Section 302(c) of this Charter, and shall be in the competitive class of the civil service.
(2) 
Powers and duties. The Director of the Division of Weights and Measures shall have and exercise all powers and duties now or hereafter conferred or imposed upon a county sealer by applicable law and perform such other and related duties as shall be required of or delegated by the County Executive or the County Legislature.
