The County of Albany is required to provide welfare benefits to all eligible residents of the County. Part of the benefit provided to eligible individuals is to subsidize rent payments to landlords on behalf of recipients. As is the case in all landlord/tenant relationships, landlords are dependent on receiving rent payments in a timely manner in order to meet their expenses and other responsibilities, and it is important to landlords to be advised if the landlord/tenant relationship is going to change. In certain cases, and to the detriment of the landlords, they have not been advised that the status of their tenant has changed and is no longer eligible for a rent subsidy benefit. It is in the best interests of the Albany County residents who rent their property to social services clients to be notified immediately upon the determination that the status of the previously eligible tenant has changed and the tenant is no longer eligible to receive rent subsidies. Nothing herein shall be construed to create any civil liability to the County.
The Department of Social Services is required to immediately notify Albany County landlords once it is determined that the status of a previously eligible tenant has changed and the tenant is no longer eligible to receive rent subsidies.
