The four (4) wards of the Town of Carrollton shall be based
on population and redistricted pursuant to the attached plat, which
is on file in the Town offices.

A regular election for the choice of elective municipal officials shall be held biennially on the first Tuesday after the first Monday in April in odd-numbered years, but if the Council shall fail, neglect or refuse to give notice of such election in the time required by Section
105.030 of this Chapter, such election shall nevertheless be held, and shall, in all respects, be legal in the same manner as if such notice had been given as required by the said Section
105.030. The Council may by resolution order special elections, fix the time and provide for holding the same.

Vacancies shall be filled by the Mayor, with the consent of
the majority of the Town Council, for all offices except the Office
of Mayor, by appointing a person for the remainder of the unexpired
term to fill a vacancy which occurs in an elected office of the Town
of Carrollton, Missouri, and in the event of a vacancy in the Office
of Mayor, a majority of the Town Council shall be permitted to fill
such vacancy.

The Council shall canvass the election returns and declare by
ordinance the results of any municipal election, regular or special,
at a meeting to be held not later than two (2) weeks following such
election. All duly elected officers shall be inducted into office
on the fourth Saturday of April at 2:00 P.M. following said election.

If at any municipal election there shall be no choice between
candidates by reason of two (2) or more having received an equal number
of votes, the Council shall proceed to determine the election by lot
in a meeting open to the public and to which all candidates have been
invited.

Any contest of election or recount of ballots in case of doubt
or of fraud, shall be conducted in the manner provided for municipalities
by the laws of the State of Missouri.
