The "C-1" District is intended for grouping retail merchandising
activities into a concentrated area serving the general shopping needs
of the trade area. Principal permitted uses include department stores,
apparel stores, general retail sales and services, and similar uses
appropriate for comparison shopping. The grouping is intended to strengthen
the business level of the central business activity.

A. In District "C-1," no building shall be used and no building or structure altered, enlarged or erected, which is arranged, intended or designed for other than one of the uses listed in Section
405.490 below.
B. All new buildings shall meet or exceed the ADA.

A. Use Regulations.
1.
Amusement places. Bowling alleys, dance halls, video arcades
and other similar places of amusement when wholly within a completely
enclosed building.
2.
Animal hospitals or clinics, providing the establishment and
runs are completely enclosed in a building.
3.
Antique shops and stores, providing all merchandise is displayed
and sold inside a building.
4.
Apartments on floors other than the ground floor, or on the
ground floor provided the residential use is secondary to a commercial
use on the same floor.

Apparel and accessory stores.
6.
Appliance sales and service.
7.
Art and art supply stores.
9.
Auditorium and similar places of public assembly.
10.
Automobile garages (public) and parking lots.
11.
Automobile sales and service, providing that all work is done
within an enclosed building and that no inoperable autos or material
are held or stored on the site longer than seventy-two (72) hours
unless screened by a solid fence at least eight (8) feet in height.

Auto repair and body shop, providing that all work is done within
an enclosed building and that no inoperable autos or material are
held or stored on a site longer than seventy-two (72) hours unless
screened by a solid fence at least eight (8) feet in height.

Custom dressmaking, furrier, millinery and tailor shops.

Dry-cleaning and laundry establishments (employing not more
than five (5) persons on the premises).

Electric repair shops (household appliance).

Fix-it shops (radio, TV, and small household appliance).

Furniture and home furnishing stores.

Funeral homes, mortuary, or crematory.

Grocery stores (including retail meat markets and produce stores).

Hobby, stamp and coin shops.

Interior decorator's shops.

Jewelry and metal craft stores.

Leather goods and luggage stores.

Mail order catalog stores.

Medical and orthopedic appliance stores.

Meeting halls and auditoriums.

Messenger or telegraph service stations.

Milk and dairy products (retail sales only).

Music studios, radio and television stores.

Music instrument sales and repair shops.
58.
Offices and office buildings for architects, engineers, lawyers,
realtors, insurance agents, brokers, doctors, dentists, optometrists,
and members of similar professions.

Office supply and office equipment stores.

Parks and recreations areas.
65.
Photographic equipment and supply stores.
68.
Printing and publishing houses (including newspapers).
70.
Radio and television studios.
71.
Railways, taxi and bus passenger stations.
72.
Rental stores (excluding vehicle or trailer rental).

Restaurants and tea rooms (excluding drive-ins).

Service stations, providing that no vehicle is stored outside
on the property for more than seventy-two (72) continuous hours and
that parts or materials stored outside are screened by a solid fence
at least eight (8) feet in height, and provided that all storage tanks
for fuel shall comply with all State and Federal regulations and
that no opening for the filling or emptying of such fuel storage tanks
shall be permitted within fifty (50) feet of any boundary line within
the same block.

Self-service laundries with special use permit approved by the
Planning and Zoning Commission.
77.
Shoe stores, shoe repair, and shoe shine shops.
78.
Sporting and athletic goods stores.
79.
Stores and shops for the conduct of retail business similar
to the uses listed in this Section.

Tire sales and service, providing that all materials and supplies
are stored or kept within a solid fence at least eight (8) feet in
height.

Wallpaper stores and shops.

Variety stores and shops.
90.
Wholesale establishments.
91.
Accessory use customarily incidental to the above uses, with
approval of the Board.

All activities, except for automobile sales and automobile off-street
parking facilities as specified in this "C-1" shall be conducted entirely
within an enclosed building.

Automobile, truck or boat sales shall have at least five thousand
(5,000) square feet of continuous display area.

A building may be erected to any height, not in conflict with
other regulations.

A. Front Yards. No front yard is required for any building in the "C-1"
Central Business District; however, where a portion of a District
"C-1" lies within the same block and fronts upon the same street with
a portion of a District "R-1" or "R-2," then in such case the front
yard requirements of adjoining "R-1" or "R-2" shall likewise be applicable
to such portion of District "C-1."
B. Side Yards. No side yard is required for any building in the "C-1"
Central Business District.
C. Rear Yards. The depth of the rear yard shall be at least six (6)
feet.

Plans for the erection or structural alteration of any business
use dependent on vehicles entering onto the business site or parking
lot shall be approved by the Governing Body. The Governing Body may
require such changes therein in relation to yards, location of curb
cuts, width of driveways, location of signs and accessory uses and
buildings and location of buildings as it may deem best suited to
insure safety to minimize traffic difficulties and to safeguard adjacent
properties.

At a street intersection, nothing shall be erected, placed,
planted or allowed to grow in such a manner as to materially impede
vision between a height of two and one-half (2 1/2) feet and
eight (8) feet above the grades of the bottom of the curb of the intersecting
street, measured from the point of intersection of the centerline
of the streets, ninety (90) feet in each direction along the centerline
of the streets. At the intersection of major or arterial streets,
the ninety-foot distance shall be increased to one hundred twenty
(120) feet.
