The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the Town, except that the Town
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof.
The Town Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

A. No
person shall operate or drive a motor vehicle (except emergency vehicles
on emergency runs) or any other conveyance on any street, boulevard,
thoroughfare, or public way, in this Town, at any time, at a rate
of speed in excess of twenty-five (25) miles per hour except as a
greater or lesser speed is hereinafter provided for certain streets,
boulevards, thoroughfares, areas or public ways in the Town, and except
as a greater or lesser speed is hereinafter provided for certain classes
and types of motor vehicles and other conveyances.
B. No
person shall operate or drive a motor vehicle or other conveyance
upon any designated roadway within three hundred (300) feet of any
public or private school at a rate of speed in excess of fifteen (15)
miles per hour from 7:30 A.M. until 4:00 P.M. when such school is
in session, except that the Town Council may adopt higher speed limits
in a particular school zone upon a finding that such higher speed
limits are appropriate in that particular instance, and the Town Council
may change the number of feet before any public or private school
within which no person shall operate or drive a motor vehicle or other
conveyance upon a finding that such would be appropriate in a particular
instance.
No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
an ordinance violation.
No person shall operate a motor vehicle upon those portions
of the roadways which are set forth and described in Schedule I at
a rate of speed in excess of that speed limit set for such portions
of the roadways by said Schedule.

A. A.
Whenever a zone in which the maximum speed at which a vehicle may
be driven shall have been prescribed by ordinance, the Chief of Police
shall cause appropriate signs to be placed in conspicuous positions
on the street or part thereof embraced by such zone.
B. Every
such sign shall show such maximum speed in letters and numerals against
a contrasting background, and each of the numerals shall be at least
five (5) inches high. Such signs shall be placed at such intervals
from the beginning to the end of the zone as to be reasonably sufficient
to inform drivers of vehicles of the speed limit. An appropriate sign
calling a driver's attention to the fact that he/she is approaching
a limited speed zone may be placed in an appropriate place or places.
C. Nothing
in this Section shall be so construed as to prevent the enforcement
of speed limitations prescribed for specified, general districts of
the Town, whether or not maximum speed signs are placed or maintained
in such districts.
