When, owing to an accumulation of snow and/or ice on the streets
and roads of the Town and environs, a snow emergency is declared by
the State Highway Administration or the Maryland State Police, the
provisions of this article will become effective and remain in effect
until such snow emergency is lifted by said authority.
During a snow emergency, and until snow accumulation has been
cleared, parking of vehicles, including but not limited to trailers
and other nonmotorized transport on or along public streets and roads
designated by resolution of the Mayor and Council as snow emergency
streets, is prohibited. No person shall willfully interfere with or
hinder in any manner the removal of snow from the public streets,
to include throwing or depositing snow into a plowed roadway. Parking
on a public street during a snow emergency or interfering with snow
removal operations shall be a municipal infraction, subject to a fine
of up to $100 per occurrence.
The Town Manager is authorized to cause the removal of any parked
vehicle or abandoned vehicle that obstructs traffic or interferes
with the clearance of snow and/or ice on any street within the corporate
limits of the Town of New Windsor.
To defray the costs of removing or towing any such vehicle,
the Town is authorized to charge and collect a sum equal to an amount
charged the Town by a garage for towing, removal and storage of the
vehicle.
