As used in this Article, the following terms shall have the
meanings indicated:
MOTOR VEHICLE
A self-propelled vehicle which is designed for use upon a
highway, except trailers designed for use with such vehicles, traction
engines, road rollers, farm tractors, tractor cranes, power shovels,
well drillers and motorized bicycles, as defined in Section 307.180,
RSMo.

The provisions of this Article shall not apply to, and stickers
need not be obtained for, any motor vehicle owned by the Town or other
governmental entity, or any motor vehicle used exclusively outside
the Town.

Owners residing within the Town of Carrollton for all motor
vehicles, except as excluded herein, which are subject to personal
property tax by the Town of Carrollton, Missouri, are hereby required
to obtain and display a Town windshield sticker of the Town of Carrollton,
Missouri. Such sticker shall bear on its face a year for which issued,
a number designating the number of the sticker, the words "Town of
Carrollton", and the expiration date thereof. Such sticker shall be
displayed by placing the sticker upon the lower right-hand corner
of the windshield of the motor vehicle for which issued, where it
shall be kept until it expires pursuant to the expiration date thereof.

It shall be unlawful for any resident of the Town of Carrollton
to operate any motor vehicle upon the streets of Carrollton without
first obtaining and displaying a valid window sticker as described
in this Article.

Upon presentation of proof of payment of all personal property
taxes then due and owing to the Town of Carrollton, Missouri, the
Town Financial Assistant shall issue to the taxpayer a windshield
sticker for each licensed motor vehicle owned by such resident subject
to such personal property taxes for the Town of Carrollton, Missouri.

In the event of the loss, mutilation or destruction of any sticker
by the person to which said sticker is issued, a new sticker may be
obtained from the Town Financial Assistant upon application and filing
of an affidavit showing and stating that such sticker was lost, mutilated
or destroyed and upon the presentation, where possible, of such mutilated
sticker. The person requesting a replacement sticker shall pay to
the Town the cost of the replacement sticker.

No motor vehicle sticker shall be issued under this Article
unless the applicant shall present to the Town Financial Assistant
a tax receipt showing that all of said applicant's personal property
taxes have been paid by the applicant or that no such taxes were assessed
against applicant's personal property. The Town Financial Assistant
shall issue a tax receipt when taxable tangible personal property
taxes are paid, or, upon request, a receipt or other evidence showing
that the applicant's personal property was not assessed.

If any person required by this Article to place a windshield
sticker on a motor vehicle shall operate a motor vehicle without displaying
sticker as required by this Article, that person shall be deemed guilty
of an ordinance violation and punishable upon conviction by a fine
of not less than fifty dollars ($50.00) nor more than two hundred
dollars ($200.00). Each day that the failure to display the sticker
continues shall be a separate violation.

All stickers issued by the Town under the provisions of this
Article shall expire on the 31st day of December following the issuance
of the sticker.
