The Borough Council may, by resolution, from time to time establish
sewer districts within its sanitary sewage service area, both within
and outside the Borough, and may, by resolution, provide for capital
cost connection fees and sewer usage rates, which may differ as between
such different sewer districts. Such fees shall be in addition to
any tapping fee as provided in Part 1H.
