It is the purpose of this district to provide areas of the Borough which may be used primarily for agriculture and single-family dwellings at low density or developed as a planned residential use. The PD-1 District is located a considerable distance from shopping and employment centers within the Borough, warranting lower densities. The district serves as a logical transition between the Borough and adjacent municipalities.

1. 
Land and buildings in PD-1 Districts shall be used for only one of the following purposes and no others unless permitted as an accessory use or by special exception:
A. 
Passive agriculture in accordance with § 27-1308.
B. 
Single-family detached dwelling.
C. 
Municipal use.
D. 
Residential development incorporating one of the following design options:
(1) 
(Reserved)
(2) 
Lot clustering in accordance with § 27-1502.
(3) 
Yard reduction development in accordance with § 27-1503.

The following uses shall be the only permitted accessory uses under the PD-1 District. The uses shall remain incidental to the principal use:
A. 
Accessory agricultural uses, structures, and buildings in accordance with § 27-1302.
B. 
Accessory residential uses, structures, and buildings in accordance with § 27-1302.
C. 
No-impact home occupation in accordance with § 27-1304.
D. 
Sale of farm products in accordance with § 27-1308.
E. 
Accessory dwellings in accordance with § 27-1321.

The following uses are permitted when a special exception is granted by the Zoning Hearing Board. Standards to be used in applying for and determining whether a special exception should be granted are found in §§ 27-1904 and 27-1905.
A. 
Public or private school, in accordance with § 27-1326.
B. 
Mixed residential community, in accordance with § 27-1504.
C. 
Planned office park, in accordance with § 27-1314.
D. 
Retirement community, in accordance with § 27-1313.
E. 
Life-care facility, in accordance with § 27-1313.
F. 
Institutional use, in accordance with § 27-1327.
G. 
Mobile home park, in accordance with § 27-1311.
H. 
Outdoor recreation, in accordance with § 27-1315.
I. 
Nursing home.
J. 
Major home occupation, in accordance with § 27-1304.

The following uses are permitted when approved as a conditional use by Borough Council. In addition to compliance with any specific standards cited herein, any proposed conditional use shall comply with the procedures and standards contained in § 27-2009.
A. 
Bed-and-breakfast operation, in accordance with § 27-1322.
B. 
Solar farm, in accordance with the terms of § 27-1328 of this chapter.
C. 
Large wind energy system, in accordance with the terms of § 27-1329 of this chapter.
