No person shall drive or operate any motor vehicle or motorcycle upon any portion of any public street or highway within the incorporated limits of the Village of Manchester at a rate of speed in excess of 30 miles per hour other than the following additional speed limits:

Any person violating any provisions of this article shall, upon conviction, be punishable as provided in § 1800 of the Vehicle and Traffic Law.

For the purpose of this article, the following terms shall have the meanings indicated:
BUSINESS HOLIDAYS
Village-approved holidays as of 2022.

OPERATOR
Includes every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner.
PARK, PARKING, or PARKED
The stopping of a motor vehicle, motorcycle or other vehicle upon any public highway and leaving such motor vehicle, motorcycle, or other vehicle unattended by a person capable of operating it for a period longer than necessary to load or unload passengers or freight, and the stopping of a motor vehicle, motorcycle or other vehicle upon any of the areas designated as a municipal parking lot.
PARKING LOT
Any area within the Village set aside by the Village for the parking of vehicles by the public, not on a public street or highway.
PERSON
Includes an individual, firm, copartnership or corporation.
STREET
Any public street, avenue, road, boulevard, highway, square or other public place located in the Village of Manchester and established for the use of vehicles.
VEHICLE
Any device in, upon or by which any person or property is or may be transported upon the highway, except a device which is operated upon rails or tracks.
A. 
No vehicle shall be stopped in any street unless close to the curb thereof except in an emergency or in obedience to lawful traffic regulations. This, however, shall not prevent the designation of portions of streets as parking spaces.
B. 
No vehicle shall park or be parked in any parking lot area unless the same shall have been parked within the lines designated in said parking lot area as a parking space.

It shall be unlawful for any person to park a vehicle in any of the following described places:

It shall be unlawful for any person to park a vehicle for a longer period of time than that designated in the following described places:

Notwithstanding the provisions of § 268-5 or 268-6, it shall be unlawful for any person to park a vehicle in any of the places specified in said § 268-5 or 268-6 hereinabove only where signs carrying the language "no parking" or "two-hour parking only" shall have been posted.
Time limits for parking shall be between the hours of 8:00 a.m. and 10:00 p.m., except Sundays and business holidays.

For the purpose of snow removal, it shall be unlawful for any person to park a vehicle on any of the Village streets between the hours of 2:00 a.m. and 6:00 a.m. during the period from November 1 through April 1.
It shall be unlawful for any person to utilize any vehicle, snowplow or snowblower or other means of snow removal to push or blow snow from private premises onto Village streets.
In the event of a public emergency, the Mayor or Deputy Mayor of the Village of Manchester shall have the power to suspend the operation of the provisions of this article for the duration of such emergency.

All trucks, tractors and tractor-trailer combinations in excess of the gross weight of 10 tons are hereby excluded from the following Village streets:

C. 
The regulations established in this section shall not be construed to prevent the delivery or pickup of merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded.
